MANCHESTER - This town's second-largest ever housing development edged a step closer to approval last week, as the Town Council approved an entrance road to the controversial project.In approving a concept plan of the 179-unit, 61-acre Dell property project, the council gave a preliminary OK for an entrance road off Route 27. The project, located between Bachman Road and Route 27, is being developed by Mount Airy businessman Henry L. Blevins.The approval of the entrance road was a necessary step in the project's progress, Mayor Elmer C. Lippy Jr. said.

The Mount Airy Town Council voted last night to send a developer's petition to annex 137 acres northwest of town to county and state agencies for review.Magna Holdings Inc. of Baltimore has a contract to purchase the farmland north of Buffalo Road owned by Leo and Elizabeth Kraft.If the council approves the annexation request, Magna plans to build 180 to 200 single-family houses on the Kraft property.The town's planning and zoning commission recommended last month that the council approve the annexation proposal.

Plans for a 290-unit development in southwest Taneytown will once again be considered by the city's Planning and Zoning Commission after City Council members reviewed the development Monday night.By not taking any action, the council left a decision on whether to approve preliminary concept plans, submitted by Mountain Brook Development Corp., up to the Planning and Zoning Commission, said City Manager John L. Kendall.The commission, which is to consider the proposed development's impact on the city's sewage treatment plant capacity, has scheduled a Jan. 30 meeting, Mr. Kendall said yesterday.

The Hampstead Town Council last week adopted two ordinances aimed at slowing growth by listing the conditions developers must meet to obtain preliminary and final approval for construction.Since July, town officials have tried to draft legislation ensuring that new development does not adversely effect schools or outpace the town's ability to provide adequate facilities, such as water and sewer.The most controversial of the ordinances, No. 269, was passed with two amendments.The first was an addition to a section of the ordinance listing 17 provisions for final plan approval, including written certification to the town's planning and zoning commission that adequate space in schools would serve a planned subdivision.

The Hampstead Town Council has approved transferring $24,000 budgeted for street repairs to pay for legal costs that have soared since July 1.Mayor Christopher M. Nevin told the council Tuesday night that the town's $12,000 budget for legal fees has been spent.Mr. Nevin said extra legal costs can be traced to the high number of ordinances recently introduced, the town's review of the final approval for the North Carroll Farms IV development, and a continuing correspondence with developers over the calculation of open space in four subdivisions.

Mount Airy residents will get their first real look today at plans for a Wal-Mart store at a Route 27 shopping center.The Mount Airy Planning and Zoning Commission will review site plans for the store today -- the beginning of a process that could bring an 85,000-square-foot Wal-Mart to the town of 5,000.A citizens group opposed to the project complains it will be ill prepared to comment at the planning commission meeting because members have been denied access to information.Town officials have refused residents' requests to see a detailed traffic study and the staff reports on the project.

Finksburg planning group announces agenda change The Finksburg Planning Area Council has announced a program change for its meeting scheduled for 7 p.m. Thursday at Sandy Mount United Methodist Church, 2101 Old Westminster Pike. The meeting will feature an update on the proposed Finksburg Corridor Plan and employment campus near the Gerstell Academy on Route 140. The Sept. 15 Carroll County Planning and Zoning Commission meeting also will be discussed. All Finksburg area residents and businesses are encouraged to attend the monthly meetings.
