Four people were shot early Sunday morning in Baltimore, as a violent weekend continued with a triple shooting at an after-hours club and a police-involved shooting outside a York Road carryout. The triple shooting occurred at about 5:30 a.m. as people left an after-hours club called Ras-a-Ter International Restaurant and Club at 2103 W. Baltimore County Police say a FedEx delivery person was robbed in Towson along LaSalle Road. The incident occurred Oct. 31 in the 8600 block of LaSalle Road, between 7 p.m. and 7:38 p.m. According to the report, the FedEx driver making a pickup was confronted by two men wearing masks. The men put what the FedEx driver believed to be firearm to her head, asked for keys to truck. They stole an engagement ring and cash. Saigon Remembered has reopened in the Cranbrook Shopping Center in Cockeysville. In an email to his faithful customers, owner and executive chef Trang Nguyen said that this is "third and most intimate incarnation of Baltimore's first and finest restaurant dedicated to serving authentic Vietnamese and Pan Asian cuisine. " Nguyen also told his customers that the new Saigon Remembered, unlike the first incarnations on Belair Road and across from the Senator movie theater on York Road, has plenty of free parking.

Baltimore City work crews have repaired two water mains that broke last Thursday and reopened nearby streets to through traffic. Alfred Foxx, director of Baltimore's public works department, announced Monday that repairs are complete to water mains that closed parts of the 1800 block of East Cold Spring Lane and the 4600 block of York Road. According to a statement from the public works department, the 1800 block of East Cold Spring Lane has been repaved and reopened to traffic in both directions, while the 4600 block of York Road has one lane open in each direction.

City public works crews repaired a water main break on East Cold Spring Lane, and were repairing a second on York Road, expecting to restore water service to 43 residences Friday night. Crews continued to repair a 16-inch water main in the 4600 block of York Road that broke Thursday, but water service was expected to be restored to residences around 10 p.m. Friday night, a public works spokeswoman said. Two-way traffic remains restricted to the road's southbound lanes in the area of 41st Street and Old Cold Spring Lane.

Road closures continue to accumulate as h igh-standing water, downed power lines and darkened intersections dot the region. A Maryland law that took effect Oct. 1 requires motorists approaching a darkened intersection to treat it as a four-way stop.The speed limit for highways is still 45 mph. The Bay Bridge reopened around 9 a.m. The Tydings Bridge, which carries Interstate 95 over the Susquehanna River, is open. The Key Bridge and the Hatem Bridge are open, with restrictions on tractor trailers and box trucks, the Maryland Transportation Administration reported.

As of 8:30 a.m. Thursday, I-83 was closed at Old York Road near the Maryland-Pennsylvania line, due to clean-up from a 3:30 a.m. head-on accident involving three tractor trailer trucks. Officials are advising motorists to use southbound York Road as an alternate route. Accidents were slowing traffic on Troyer Road at Old York Road in Baltimore County, Liberty Heights Road and Rogers Avenue in Baltimore City, Route 40 and Route 70 in Howard County, Jennifer Road and Medical Parkway in Anne Arundel County, Graystone Road near Wiseburg Road in Baltimore County, the outer loop of I-695 near Security Boulevard in Baltimore County, Route 295 southbound near Route 100 in Anne Arundel County, U.S. 50 eastbound near Cape St. Claire Road in Anne Arundel County, and Guilford Road and Brock Bridge Road in Howard County.

The Parkton American Legion Auxiliary is offering a free turkey dinner to all veterans on Veterans Day, Nov. 11. Doors open at 4 p.m. A donation of $5 is requested for veterans' guests. This is the second year the free veterans dinner has been offered. Last year, the auxiliary served 142 people. The Parkton American Legion's Auxiliary unit has 192 members. The Parkton American Legion's membership is at 309 members and the Sons of the American Legion has 152 members. The legion is located at 19520 York Road, Parkton.

Perhaps the most charitable description of the melee involving thousands of young people in Towson Circle that occurred last Saturday is that it was a well-intended event that ended up being too well attended. The sequence of events that spun out of control for several hours may have been unforeseeable, but local merchants, county police and Towson University officials, who meet regularly to coordinate their activities regarding public safety, need to use this incident to figure out where their efforts were lacking and how they can respond more effectively the next time the unexpected occurs.
