A former Anne Arundel County police captain raped a department employee, but the woman cannot pursue her claim that he violated her civil rights because she did not file her lawsuit within the three-year time limit, a federal jury in Baltimore said yesterday. The verdict left unanswered the question of whether the six men and two women on the jury believed the woman had repressed her memory of the January 1986 incident, and if she did, to what extent.Memory repression was one of three crucial issues in the civil case.

Carey St., is now charged with first-degree rape in connection with the Aug. 26 attack. Police said that, under questioning, he began banging his head against a wall and was taken for an emergency evaluation at a hospital.

In her tidy, cursive handwriting, the 91-year-old lifelong Northeast Baltimore resident explained the circumstances of the rape as best she could. The woman did not come to Baltimore Circuit Court yesterday to see her attacker, Naji Muhammad, 43, plead guilty and receive a sentence of 30 years in prison. Her son and daughter sat silently on the courtroom benches; like their mother, they tried to convey the trauma of the crime in letters given to the judge. She had lived in her Northeast Baltimore home for more than 65 years, filling it with treasures and memories.

WASHINGTON -- The first time Bernard Lefkowitz saw the woman he would come to call "Leslie Faber," it was an anniversary, the kind that only journalists recognize. Was it year to the day since the retarded teen-ager had been assaulted, or a year to the day the so-called Glen Ridge rape case had come to light? That detail eludes him.But he remembers standing in front of Glen Ridge High School in the spring of 1990, talking to another student. Not one of the boys accused of assaulting Leslie, but someone outside that clique of popular jocks.
