Norman Winkler, one of the first residents of Columbia and the founder of the community's Candlelight Concert Society, died Tuesday of pneumonia at Howard County General Hospital. He was 72.Mr. Winkler had heart bypass surgery in February 1997 and had been ill since then.Known as "Stormin' Norman" for his sometimes-aggressive manner, he and his wife, Nancy, were among the first 50 families to move to Columbia in 1967.After moving there, Mr. Winkler took on the responsibility of bringing art and culture to the new town.

A Baltimore police officer has been removed from a Police Athletic League Center after allegations were raised that he inappropriately touched one or two young girls, department officials said yesterday.Col. Alvin A. Winkler, who heads the agency's youth bureau, said the investigation is internal, not criminal, and that the complaint was made by a fellow officer who heard about a possible problem involving girls between ages 11 and 13."No parent came forward. No child came forward," Winkler said.

For four hours today, the doors to the city's nine police stations will swing open to the public as officers try to strengthen ties with the community and ask for more volunteer help.From 10 a.m. to 2 p.m., residents can meet their district commanders, learn about block watch programs and find out how they can help by reporting crime, cleaning streets or volunteering at Police Athletic League centers.The department placed advertisements in newspapers asking citizens to join the "Blue Crew," an "umbrella for everyone who works in partnership with the Police Department to raise the quality of life in Baltimore City," Maj. Alvin Winkler said.

Maj. Alvin A. Winkler packed the last of his boxes yesterday morning and moved out of the Eastern District station he has commanded since 1988, taking with him a plaque that reads, "It takes two years to get results."His replacement, 25-year veteran Maj. Odis L. Sistrunk Jr., already sitting at his new desk, and concerned that an officer didn't handle a call properly over the weekend, looked up from paperwork and countered, "We're going to beat that record."He has a daunting task ahead of him.The Eastern District recorded more homicides -- 83 -- and more shootings -- at least 500 -- than any other area of the city in 1993.

The family of a man who died of anesthesia complications after skin cancer surgery on the tip of his nose has been awarded nearly $750,000 in a malpractice case -- despite his failure to inform medical personnel of an earlier hospitalization for serious lung problems.The patient was John E. Winkler Jr., 78, a retired sugar refinery worker from Glen Burnie. He died at Johns Hopkins Hospital Jan. 2, 1991, nearly three weeks after what was to have been outpatient surgery to remove a cancerous lesion less than a half-inch in size.

A suspected drug dealer was shot and killed early today while struggling with a city police officer who chased him down in the 400 block of E. 21st St.The victim, Maurice Smith, 36, of the 2100 block of Boone St., died this morning at the Maryland Shock Trauma Center. He had been shot in the abdomen.The Northern District officer, whose name was withheld, was not injured.According to Eastern District commander Maj. Alvin A. Winkler, who was duty officer last night, a call was broadcast at 2:17 a.m. that a man was selling drugs at Barclay and 21st streets.

With no arrests and few clues in the fatal shooting of 10-year-old Tauris Johnson in East Baltimore two weeks ago, a high-ranking police official and two City Council members plan to visit the neighborhood next week, hoping witnesses will supply them with details in the case.Maj. Alvin Winkler, the Eastern District commander, said yesterday that when he went to the area where Tauris was killed in shootout on Nov. 4 he learned several details of the shooting, including possible nicknames of the suspects.

Gunmen are preying on door-to-door bill collectors in East Baltimore, according to police.Since October, more than 30 insurance and department store collectors have been robbed by assailants wielding handguns.Although police have been able to arrest one suspect, others remain at large."I've got to get this stuff stopped before one of my collectors is killed," says Michael J. Williams of the United Insurance Co. of America.Four of his employees, including one woman, quit after they were robbed while making collections, Mr. Williams says.

Charles William Winkler Jr., a retired Baltimore County employee who witnessed the bombing of Pearl Harbor while serving as a crewman aboard a Navy tugboat, died of Alzheimer's disease Tuesday at Good Samaritan Nursing Center. The Cub Hill resident was 93. Born in Baltimore and raised in Reservoir Hill and Gardenville, he attended Baltimore parochial schools. He joined the Navy at age 18 in 1934 and served aboard the USS Lexington, Chicago and Bobolink. In early December 1941, he was given the choice of remaining in Hawaii, where he was stationed at Maui, or returning to the mainland.

A convicted rapist was accused Friday of strangling a 19-year-old college student whose body was found last August under a bridge in a Baltimore park, one of a string of attacks police say he carried out that month against young women. Ronnie L. Winkler, 34, of the 3000 block of Harford Road was charged in the Aug. 15 killing of Kiuna Jackson, a graduate of Northern High School who was attending the Community College of Baltimore County in Essex. In addition, authorities in Frederick and Baltimore are looking into whether Winkler is connected to the death of another 19-year-old, a Baltimore woman found strangled in an SUV last year in Frederick.
