With serious talk of impeachment on people's lips for the second time in less than 25 years, leave it to History Channel to show us the context.Beginning today, the cable channel will broadcast 25 hours of the 1974 House Judiciary Committee hearings on charges against Richard Nixon stemming from the Watergate burglary and subsequent cover-up.Besides committee chairman Peter Rodino and Maryland congressman (now senator) Paul Sarbanes, a host of familiar faces can be seen in the 24-year-old footage, including several who could figure prominently in any similar proceedings against President Clinton.

PRESIDENT CLINTON, like Ronald Reagan before him, is preparing for a second term with changes in his Cabinet that, in sheer numbers, mark a sharp departure from past presidential practice. Together with a major shakeup in his White House staff, this almost guarantees a new look for the Clinton administration. At least six secretaries are leaving: Warren Christopher at State; William Perry at Commerce; Mickey Kantor at Commerce; Robert Reich at Labor; Hazel O'Leary at Energy, and Henry Cisneros at Housing and Urban Development.

WASHINGTON -- It is no secret to anyone with even minimal street smarts that the White House has been politically inept in its handling of the Whitewater controversy. But there is also a legitimate question about whether the Republicans may be overplaying their hand.On the face of it, the Republican demands for congressional inquiries have an obvious legitimacy. There is no reason the appointment of special counsel Robert Fiske should dilute the responsibilities of Congress for oversight.

LONDON -- It's not every University of Maryland English professor who finds his work ridiculed on the front page of a British newspaper. But then, few have ever courted controversy like William A. Cohen, whose book outlines a sexual reading of works by Charles Dickens.Cohen's "Sex Scandal: The Private Parts of Victorian Fiction," was panned by the Observer recently in an article headlined "Coded erotica of 'filthy' Dickens."The article claimed "The lunatics have taken over the asylum" of American academia, and went on to quote Dickens scholar John Sutherland of London University, who exclaimed: "Any ordinary Dickens fan reading Cohen will think he's a Martian."
