Federal Contracts Report is a weekly summary of selecte contracts recently awarded by the federal government to companies and other vendors of the Baltimore area. As Operation Desert Storm continues, government contracts of the region reflected a military bent.* Westinghouse Electric Corp. of Baltimore won a $635,372 contract from the Air Force for electrical and electronic equipment components. It was the second Air Force contract awarded to Westinghouse this month. Last week the company won a $9.5 million contract to provide technical support to the Air Defense System for the Royal Saudi Air Force.

William J. "Bill" Turcovski, a Northrop Grumman electrical engineer who enjoyed antiquing, died May 7 from pneumonia at Anne Arundel Medical Center in Annapolis. He was 52. The son of a supervisor and a homemaker, William John Turcovski was born and raised in Altoona, Pa., where he graduated in 1978 from Altoona Area High School. After graduating in 1982 with a bachelor's degree in electrical engineering from Pennsylvania State University, he began his career at Westinghouse Electric Corp.'s Linthicum plant, which is now Northrop Grumman.

The new year promises to be challenging for Westinghouse Electric Corp., as the financially ailing company embarks on a dramatic restructuring.Pittsburgh-based Westinghouse hopes to raise $3 billion by selling several divisions -- a move that will cut its size by about a third.The goal: to retain businesses in which Westinghouse can be a world leader. And to restore investor confidence in the company, whose stock hit an 18-year low of $9.75 on Nov. 20.The restructured Westinghouse will consist of:* Electronic systems.

John Thomas Moylan, a retired Westinghouse Electric Corp. administrator, died of infection complications Dec. 30 at Howard County General Hospital. The Ellicott City resident was 77. Born in Baltimore and raised on Forrest Street, he was a 1948 graduate of City College, where he played lacrosse. He then joined the Army and remained in the reserves for another four decades. He was a member of the Veterans Corps of the 5th Regiment of Maryland and held the rank of colonel. As a young man, Mr. Moylan worked at Black and Decker, the Towson toolmaker.

Tommy K. Elza, a machinist with the Westinghouse Electric Corp. for 37 years, died Monday of cancer and diabetes at Johns Hopkins Hospital. He was 51.Services for Mr. Elza, a native of Whitmer, W.Va., who lived in Baltimore Highlands, will be at 2 p.m. today at Hinkle Funeral Home in Davis, W.Va.Survivors include his wife, Dorothy; a son, Dennis Elza of Arbutus; a daughter, Deborah Scott of Baltimore; a grandson, Glenn Scott; three brothers, John Elza of Ohio, Harold Elza of Pasadena and Bud Elza of Baltimore; and three sisters, Virginia Vance, Shelva Jean Cross and Sandy Judy, all of West Virginia.
