The Orioles and West Palm Beach, Fla., city officials have held preliminary discussions regarding the feasibility of constructing a million spring-training facility that could host the club as soon as 1999, according to city and team officials.Having just lost two major-league teams as spring tenants, one to Orlando and the other to surrounding Palm Beach County, the city envisions a 10,000-seat facility located on a 100-acre site that once served as a dump site.The Orioles represent a natural and attractive tenant as they continue to encounter halting progress in talks with Fort Lauderdale over renovations to aging Fort Lauderdale Stadium.

RUTH M. BURNS, 77 years old, a resident of Palm Beach, FL., died Monday, October 31, 2005, at the Palm Beach home of her son Donald A. Burns. Mrs. Burns was born July 5, 1928, in Duryea, Penn., daughter of the late Frank and Margaret Hoeffner. She was a graduate of Duryea High School and the Moses Taylor Nursing School, Scranton, Penn. Mrs. Burns was a homemaker and also worked outside of the home as a Registered Nurse. She was a member of the United Methodist Church of the Palm Beaches, West Palm Beach, FL. She was a member of the Board of Directors of the Donald A. Burns Foundation, Inc. and she supported numerous charitable causes including Habitat for Humanity and Doctors Without Borders.

Beloved father of Byron Alperstein of Los Angeles, CA., Judith Levinson (Robert Warsaw) of Rockville, MD and Richard Alperstein (Lenny Seliger) of Silver Spring, MD. Adored grandfather of Sandra Levinson of Chevy Chase, MD. Also survived by brothers Benny and Hotsy Alperstein. He was predeceased by brothers Samuel, Reuben, Albert and Morris Alperstein and sister Betty Epstein.
