City police have identified a 19-year-old shooting victim in West Baltimore. Carlton Sellman was shot in the stomach about 5 p.m. Saturday on Route 40 near Swann Avenue, near the Edmondson Village Shopping Center. He was taken to a local hospital, where he died from his injuries.

State police and Harford County officials have opened the county's first PAL center in Edgewood.The Harford County Recreation/Maryland State Police Activities League center will be housed temporarily in the Edgewater Village Shopping Center on U.S. 40.Officials said Thursday that it is the first state police-sponsored PAL facility in the nation. Such centers are usually operated by local police agencies.The center will be open from 10 a.m. to 9 p.m. Monday through Friday during the summer and from 2 p.m. to 8 p.m. during the school year.
