On September 5, 2004, HERMAN RUSH; beloved husband of the late Mary Ann Rush (nee Carr); devoted father of William A. and Robert D. Rush, Nancy L. Cavey, Edward E. and David P. Rush and the late Herman H. Rush and Sarah S. Rush-Stoll; dear brother of Esther Weyandt. Also survived by a host of grandchildren and great-grandchildren. He enjoyed grafting, singing and playing of the organ. His family will miss him very much, but we know he is in good hands. A Funeral Service will be held at the family owned Duda-Ruck Funeral Home of Dundalk, Inc., 7922 Wise Avenue, on Thursday at 11 A.M. Interment Oak Lawn Cemetery.

On August 12, 2004, ELVA MAYE (Dennis); beloved wife of the late William Joseph Vaughan, Sr.; mother of Theresa Maye and husband Louis Di Pietro, Bill and wife Bonnie Vaughan, Jr., and Shelby and husband Bob Carter; sister of Dorothy Hartman and Gladys Dennis. Also survived by five grandchildren, ten great-grandchildren and devoted friend Robert Randall. Funeral services will be held at ECKHARDT FUNERAL CHAPEL, P.A., 11605 Reisterstown Road, Owings Mills, Monday, 10 A.M. Interment in Evergreen Memorial Gardens.

On August 2, 2004 JEFFREY LYNN VAUGHAN beloved son of Harold and Catherine Vaughan. He also leaves to cherish his precious memory two sisters Stacy and Stephanie Vaughan, one brother Anthony and a host of other relatives and friends. Memorial services for Mr. Vaughan will be held in the Howell Funeral Home Chapel, 4600 Liberty Heights Avenue on Thursday at 6 p.m.

Building modestly priced apartments for middle-income people above retail stores is an old idea, but it's nearly revolutionary these days in high-rent Howard County. "It hasn't happened in Howard County, except on Main Street [in Ellicott City]. It has worked in places for hundreds of years," said county housing Director Leonard S. Vaughan. With new luxury apartments renting for about $1,800, county officials are welcoming a local developer's proposal to build 80 apartments with $700 to $800 a month rents above stores along U.S. 1 in North Laurel.

Cynthia L. Bonner, who taught in public and parochial elementary schools, died of neuroendocrine/carcinoid cancer July 5 at the University of Maryland Medical Center. The Millersville resident was 45. Born Cynthia Lynne Vaughan in Washington and raised in Landover Hills, she earned a degree in education at the University of Maryland, College Park in 1983. Mrs. Bonner taught first grade at Kenilworth Elementary School in Bowie and later at St. John the Evangelist Elementary School in Severna Park during her 18 year-career.

Some people call Quantikia Stepney champ. Mervo coach William Vaughan prefers another title: coach. Stepney, who is a freshman, became the Mustangs' first female state champion this winter when she captured the 500 and the 800 at the Class 3A-2A state meet. Stepney, who swept the 500 and 800 at the Baltimore City and Central region levels, also ran a leg of the team's fourth-place 3,200-relay squad and contributed 24 of Mervo's 26 points and fourth-place showing at the state championships.

Howard County will use more than $200,000 in state Community Legacy funds to help future low- and moderate-income county homebuyers and to investigate the relocation needs of residents and businesses in the U.S. 1 corridor. The local awards, announced this week, are part of a statewide total of nearly $9 million in Community Legacy grants to promote vibrant communities in declining neighborhoods. The program was launched by Gov. Parris N. Glendening in 2001 as part of his Smart Growth strategy.
