Michael Gaudreau hunched his shoulders, crinkled his hands into claws above his head, and scrunched up his face. His teeth glimmered as he growled like a ferocious - and hungry - bear. In a raspy deep voice, he bellowed: "Great-grandmother Beedie, I'm going to eat you up!" But for all of his ferocity, Gaudreau is harmless. He's a storyteller, and the bear was one of several characters Gaudreau performed on a recent afternoon in preparation for a performance at the third annual Bel Air Book Festival on Saturday.

Faced with growing problems spawned by soaring home prices, Howard County's housing authorities are planning a series of changes to programs for moderate-income buyers. Inflation has made low-income housing an impossibility, said Leonard S. Vaughan, the county housing director, and attendant costs such as higher property taxes and community association and condominium fees are crippling the county's efforts to provide moderate housing for families in the $35,000 to $60,000 income range.

Norman Vaughan, 100, who as a young man explored Antarctica and spent much of his life seeking adventure, died Friday at Providence Alaska Medical Center in Anchorage. He joined Admiral Richard Byrd on his expedition to the South Pole in 1928 and 1930 as a dog handler and driver. Days before his 89th birthday, he and his wife, Carolyn Muegge-Vaughan, returned to Antarctica and climbed to the summit of 10,302-foot Mount Vaughan, the mountain Admiral Byrd named in his honor. Mr. Vaughan's exploits included finishing the 1,100 mile-Iditarod Trail Sled Dog Race six times after age 70. At age 96, he carried the Olympic torch in Juneau, passing the flame from a wheelchair, 70 years after he competed in the Olympics as a sled dog racer.

Howard County housing officials are installing a digital video surveillance system at the county's public housing complex in Ellicott City, though serious crime is not a problem there, according to county police. The $170,000 system at Hilltop Housing, off Mount Ida Drive near Main Street, is considered a precaution, according to housing officials. "We want to add security for the residents and prevent vandalism. It's been in the works for about three years," said Leonard S. Vaughan, the county housing director.

Long-debated changes in Howard County's beleaguered moderate-income housing program could reach the County Council in September or October, according to Marsha S. McLaughlin, the county planning director. Although the precise changes are not certain, McLaughlin said the idea is to provide options for developers who complain that soaring home prices are making it hard to build moderate-income homes next to townhouses selling for $500,000 and more. "We don't mind providing flexibility to the development community," said McLaughlin, as long as the county gets more lower-priced housing units in exchange.
