Teen center considered for golf siteA Harford County businessman is considering opening a teen center where Glen Golf & Games is, community planner Glenn Mathiasen told a meeting of the Glen Burnie Urban Renewal Advisory Committee yesterday.Rob Brown, who operates a teen center in Harford County, would put in a dance floor of as many as 1,200 square feet, a soft drink bar, pool tables, about 50 video game machines and might add outdoor miniature golf, Mr. Mathiasen said.Glen Golf & Games, 7489 Baltimore-Annapolis Blvd, near the intersection of Delaware Avenue, is a 9,220-square-foot building.

County police have moved their highly touted foot patrols out of some high-crime neighborhoods despite rising violence and complaints from residents.Out of the seven PACT, or foot patrol, officers, three have been assigned to work on the anti-drug DARE program, leaving the unit with four members."

Budget shortfall no surpriseIf some local government officials were surprised at the size of the state's projected $500 million budget shortfall, Baltimore County Executive Roger B. Hayden is not."We've been saying since February that the state would be $250 [million] to $450 million behind," Mr. Hayden says.Once Baltimore County officials learn the extent of the cuts, they will start deciding how to adjust the county's $1 billion budget. Until then, the county is evaluating its options and preparing for the next round of bad budget news, Mr. Hayden says.

Howard County police charged two more teen-agers with first-degree murder yesterday in a shooting Sept. 6 at the Waverly Winds Apartments in Columbia. Brandon Cowan, 16, of the 5300 block of Old Court Road in Randallstown and Derris Travale Moore, 19, of the 1200 block of Valley Brook Road in Catonsville were charged in the death of Walter Scott Cook of Owings Mills, who died Sept. 9 at Maryland Shock Trauma Center of a gunshot wound to the head. Cowan, who was charged as an adult, is the brother of Christopher Lee Cowan, 18, also of the Old Court address in Randallstown, who was charged Saturday with first-degree murder in the shooting, and has been named as the shooter by police.

Two Brooklyn Park residents were charged with possession with intentto distribute cocaine after police said they found the drug in a home Monday.County police narcotic investigators said they served a search warrant at about 9 p.m. at a home in the 300 block of Fourth Avenue. They found about $650 worth of cocaine, police said.Ronald Alan Montgomery, 37, and Darlene Frances Rife, 31, who live in the house, were taken to Northern District station to be charged.2 PASSENGERS ROB BALTIMORE CABBIEA Baltimore cab driver was robbed early yesterday morning by two men he picked up in Glen Burnie.

One house and one apartment were destroyed and another house was badly damaged in a series of weekend fires in Glen Burnie.A fire at Glen View Garden Apartments Saturday night forced five tenants to a balcony, where they were rescued by firefighters. Twenty-four tenants had to seek shelter and one firefighter was injured.Capt. Gary Sheckells, a fire department spokesman, said the call came in at 8:36 p.m. When firefighters arrived at the complex in the 7900 section of Nolpark Court, they found the first-floor apartment engulfed in flames and five people, including two children, trapped on a third-floor rear balcony.
