A Baltimore County man was sentenced yesterday to four years in jail under a work-release program for the Dec. 23 deaths of a man and his sister on the Liberty Dam bridge on Route 26 in Eldersburg.Ronald Henry Fajkowski, 38, of Mount Carmel Road in Uppercopleaded guilty yesterday to two counts of automobile manslaughter and one count of driving while intoxicated, with a 0.16 blood-alcohol reading.Zelia A. Eckhart, 63, and her brother, Earl J. Landry, 67, both of Reisterstown, died at the scene when their 1985 Toyota Camry was hit head-on by an eastbound 1994 Ford F-150 pickup truck driven by Fajkowski.

Ask someone with an Upperco mailing address where they live, and they're more likely to answer Arcadia, Fowblesburg, White House or one of the other small villages that make up this rural area straddling Baltimore and Carroll counties.The search for the town of Upperco leads only to a post office that sits on Arcadia Avenue just a few hundred feet from the Arcadia Volunteer Fire Company and the handful of homes considered to be the once-thriving community of Arcadia.Though Upperco is divided by some of the busiest roads in this part of the state -- including the traffic-laden Maryland Route 30 and the northern end of Falls Road -- change has come slowly here.

Walter C. Blatt Jr., who retired in 1986 as president of United Supply and Distributing Co. but remained a consultant to the business he bought in 1959, died Wednesday of cancer in Upperco. He was 69.He also was a general partner in Gibson and Associates, a real estate investment partnership. Earlier, he owned Metal Distributing Co. in Alexandria, Va., and United Energy Products in Crofton. The St. Louis native began his business career in Baltimore in 1950 with Rheem Manufacturing Co.Mr.

As Baltimore Archbishop William H. Keeler prepared to leave for elevation to the College of Cardinals in Rome, Howard H. German III was hunched over the drawing board in his Upperco studio.As "Woodcarver to the Cardinal," as the 48-year-old Baltimore County artisan laughingly describes himself, Mr. German had 10 days to redesign and carve the prelate's coat-of-arms.The 2-foot-by-2-foot plaque had to be hung above the marble episcopal throne in the Basilica of the Assumption in time for Cardinal Keeler's first prayer service there Dec. 1, after his return from Rome.

A large barn in the Upperco area containing 10 tons of hay and more than a dozen pieces of farm equipment burned to the ground in a three-alarm fire Wednesday night.The fire was discovered about 8 p.m. by Bruce Davidson, son of farm owner I. Watson Davidson, as he walked out of a garage next to his house, about 500 yards from the barn in the 1100 block of Emory Church Road.Bruce Davidson operates the Davidson Christmas Tree Farm, where hundreds of people cut their own tree during the holiday season.
