To passers-by, there isn't any one thing that makes Spencer Silver Mansion in Havre de Grace stand out more than the other Victorian homes lining Union Street. The house was built in 1896, and has been restored by owner Carol Nemeth into a bed-and-breakfast. On a first visit, most guests admire the beautiful woodwork and furnishings scattered about its spacious rooms. Others inquire about its past. But even more intriguing than the history of the inn, which many area residents can recite, are little-known tales of unexplained events.

In an effort to revitalize older city neighborhoods, Westminster is asking for more than $500,000 in state Community Legacy funds - its largest request ever for such money, according to the city's housing and community development office. In its application, which is due today, the city is asking for money for four projects. It is seeking: $450,000 for the Union Street Community Center; $100,000 for pedestrian-level street lighting for Pennsylvania Avenue; $160,000 for low- or no-interest revolving loans for low-income families; and $10,000 for homeownership initiatives that will bring more residents to older Westminster neighborhoods.

Investigators have narrowed their inquiry into the fatal beating of a Westminster pizza deliveryman, who died of head injuries March 2, nine days after he was found unconscious in an alley, police said yesterday. Chad Lee Weller, 36, was a part-time student at Western Maryland College and worked for Best Pizza in the first block of Pennsylvania Ave. He was found lying in Wantz Alley behind the pizza shop. His missing pickup truck was found abandoned a short distance away. Seven historic Westminster buildings will be opened to the public Oct. 15 for the second annual Westminster Harvest House Tour to benefit Rape Crisis Intervention Service of Carroll County.The tour will include four Victorian homes more than 100 years old, Union Street United Methodist Church and the President's House and Peterson Hall on the campus of Western Maryland College.Crafts by members of Carroll County Crafts Guild will be displayed at homes on the tour, an idea added this year by house tour chairwoman Ruth Gray.

Westminster planners review Cranberry accessA shopping center's request for direct access from Route 140, a final subdivision plan, a site plan for condominiums in another subdivision, and review of a proposed landscaping manual are on the Westminster planning commission's agenda for tomorrow night.The commission will meet at 7:30 p.m. in City Hall.Commission members are scheduled to act on a request from the owners of Cranberry Square Shopping Center for direct access from westbound Route 140. Westbound traffic currently enters the shopping center after making a turn onto Center Street.
