Howard County must act soon to improve its public transit options, the county's new transportation chief says, arguing that the growing population will be choked with traffic in coming years if people are not provided with better options. John Powell Jr., who took over Howard's transportation department in March, presented his first budget to the County Council last week. In defending the $7.4 million spending plan, Powell discussed the broad transportation issues for the department, created last year.

A three-year state audit of the Maryland Transportation Authority found significant problems with how the organization handles purchases and an inadequate "disaster recovery plan" if its E-ZPass toll collection system fails. The authority, which operates state toll facilities and transportation infrastructure such as the Chesapeake Bay Bridge for the Maryland Department of Transportation, said it is addressing the issues. The report, released Wednesday by the state's Office of Legislative Audits, reviewed the agency's operations between January 2010 and March 2013.

A legislative audit released Wednesday found that Towson University was slow to act when students repeatedly wrote bad tuition checks and that a $4.3 million agreement with the Maryland Department of Transportation circumvented Maryland procurement rules. The audit states that 78 students submitted two or more bad tuition checks worth $650,000 over two or more semesters. If the university had placed the proper holds on their accounts, the repeat offenses couldn't have occurred. The school promised to take "timely and appropriate action against students who are in arrears.

All northbound lanes are closed on Interstate 97 in Annapolis due to a five-vehicle collision with injury prior to Hawkins Road at 8:50 a.m. Friday, according to the state Department of Transportation. Going south on I-97, a two-vehicle collision past Hawkins Road has closed the southbound left shoulder at 8:45 a.m., according to DOT. And the transportation department reported that emergency roadwork in Baltimore County that closed MD 147 South at Putty Avenue on Wednesday continued through Friday.

WASHINGTON -- The Transportation Department is lowering the required random drug testing rate from 50 percent to 25 percent of employees in qualifying transportation industries.The Transportation Department currently requires transportation employers to randomly test 50 percent of employees in safety-sensitive positions.Reducing that number to 25 percent will save employers as much as 40 percent of the cost of random testing, Transportation Secretary Federico Pena said last week.Jim Landry, president of the Air Transport Association, said the industry is pleased by the Transportation Department's response to its request to lower the random drug-testing rate for airline employees.

WASHINGTON -- Saying the United Kingdom is dragging its feet in aviation negotiations, the U.S. Transportation Department yesterday approved an expanded operating alliance between USAir and British Airways for only 60 days.The expanded arrangement, called code-sharing, will allow the two airlines to combine efforts on flights to an additional 28 cities in the United States.Last March the department approved the code-sharing arrangement for a year to an initial 38 U.S. points. In code-sharing, British Airways and USAir link their flights in reservation computers.

With long-term repair work on the Jones Falls Expressway underway, and major funding for the Red Line coming, Baltimore is in the midst of and building up to a large amount of transportation work — all with an eye toward better connectivity and reliability for city commuters. The JFX work also means headaches, and the Red Line has plenty of critics, some of who say it is misconceived and leaves out too many residents. There are other challenges facing the city's transportation system, including a high number of accidents involving pedestrians and the ever-present issue of congestion during large-scale events downtown.

When The Baltimore Sun requested three days of emails sent to or by a trio of officers who help run Baltimore's troubled speed camera program, the Police Department made clear the messages would be released only at a cost. As in about $2,000, possibly more. Yet the city Department of Transportation didn't charge The Sun anything for 6,400 pages of emails that were sent to or by several of its employees. Same city government, same legal department, same state public records law - but notably different outcomes that point to inconsistency when it come to applying the Maryland Public Information Act. The Sun asked both the police and transportation departments for emails that were written in mid-April, when the city abruptly suspended its red light and speed camera program amid fresh signs that some motorists had been wrongly ticketed.

Gov. Martin O'Malley will turn to a longtime political ally, former Baltimore County Executive James T. Smith, to lead the Maryland Department of Transportation as it begins a new era of stepped-up construction, administration officials confirmed Tuesday. O'Malley is expected to announce the appointment of Smith, 71, on Wednesday. His selection ends a search that has continued for more than a year - since former Transportation Secretary Beverly Swaim-Staley announced her departure last spring.

Southwest Airlines was fined $150,000 Wednesday for failing to respond to consumer complaints in a timely fashion, the Department of Transportation announced. Federal enforcement officers found that the Dallas-based airline did not answer "a large number" of disability-related and other consumer complaints filed on its website from June 2011 through January 2012. Further, the agency said, when the airline did respond, it was late and it did not include information specifically required by transportation department regulations.

City Council President Bernard C. "Jack" Young's office violated city policy by using the services of a computer contractor hired by the Department of Transportation without negotiating a separate contract, according to a report this week by the city's inspector general. According to inspector general David N. McClintock, Young's chief of staff asked transportation officials if the computer contractor could work on the council's website shortly after Young took office in February. The chief of staff, William Driscoll, worked for the transportation department prior to joining Young's staff.

Three members of an anti-speed camera group have filed an open-meetings complaint against a task force appointed by Mayor Stephanie Rawlings-Blake to study Baltimore's troubled automated enforcement system. The complaint, filed April 1, alleges seven violations of the state Open Meetings Act. Several stem from a closed-door session March 20, at which task force members were briefed by the city's new vendor, Brekford Corp., inside the company's Anne Arundel County headquarters. The head of the task force, Transportation Department lobbyist Barbara Zektick, referred questions about the complaint to an agency spokeswoman, who declined to comment.

A former Maryland transportation secretary who went on to become the No. 2 official in the Obama administration's Transportation Department, will return to his home state Tuesday to meet with Democrats in the House of Delegates about the touchy issue of raising money for roads and mass transit. Deputy Secretary John D. Porcari will appear before the Democratic caucus in Annapolis at the invitation of House Speaker Michael E. Busch. A Busch aide said Porcari was expected to lay out the case for increased investment in transportation -- something that would require increases in taxes or fees.
