Manchester residents Vito Tunzi and Marian Nash were sworn in as members of the town Board of Elections Supervisors on Nov. 23, after the regular town council meeting.During the meeting, Mayor Earl A. J. "Tim" Warehime Jr. announced his nominations, and the town council gave its assent.The pair replaced Mario Berardelli and Joe Lovetro, who have left the area.

New Windsor has received grant money that will enable it to conduct a feasibility study for a highway bypass around the town, officials announced at the Town Council meeting Wednesday night.Town officials had joined other municipal leaders in applying for a state grant for the project. The participating municipalities will split more than $64,000.New Windsor will add its share of the money to a $2,000 grant it received earlier.

The new town flag, chosen from six entries, will be presented at theTown Council meeting tonight.The town Jaycees sponsored and judged the flag contest at the request of the council.Mayor James C. Carlisle said the council also will discuss the May election, when three council seats will be open."No incumbent or newcomer has filed for the seats," he said. "They have until April 4, though."Members will review several budget items. The new budget will be presented at the April session.

The way the town reads water meters is about to change in June, as the mayor and town council consider ways to make the process more accurate.Beginning with the June readings, the town wants to read inside meters rather than those outside the building or rather than relying on estimates, said Mayor Earl A.J. "Tim" Warehime Jr. The councilhas to approve the change before readings can be taken.The town also has to work up what to do in the case of meter reading discrepancies during Wednesday night's regular town council meeting.

In observance of the Martin Luther King holiday, the following offices will be closed Monday:* Carroll County government offices, which will reopen at 8 a.m. Tuesday.* Carroll County schools.* All Carroll County public library branches.* Westminster city offices.* Hampstead town offices. The Town Council meeting will be held at 7:30 p.m. Tuesday.* Manchester town offices.* Union Bridge town offices.The county's landfills will be open normal hours, 7 a.m. until 4:30 p.m.Town offices of Sykesville, Mount Airy, Taneytown and New Windsor will be open Monday.

The Manchester Town Council meeting that was scheduled for tonight has been postponed because members are not ready to discuss a proposed moratorium on building permits.The discussion, the only item on tonight's agenda, has been moved to the Aug. 9 council meeting, said Town Manager Terry Short.Council members decided to await the completion of a study of Manchester's water system before taking up the moratorium proposal."We thought it would be better to have the information available before taking any action," Mr. Short said.

The Sykesville Recycling Committee will present its curbside recycling proposal at the Aug. 8 Town Council meeting."We plan to continue with our curbside recycling plans and stay at twice-weekly trash pickup," said Councilwoman Julie A. Kaus, who chairs the committee.Ms. Kaus said she has received many positive comments on the proposal, which will be available to town residents only.Plans call for a twice-monthly collection of recyclables. Haulers will pick up the recyclables from half the town on alternate Wednesdays.

The Town Council will have a public hearing at 7:30 p.m. tomorrow atthe Town House, 7547 Main St., on three ordinances and two resolutions to approve funding for the Raincliffe Center.The ordinances authorize a $500,000 Maryland Industrial Land Act loan, a $250,000 county loan and a $750,000 Maryland Industrial and Commercial Redevelopment Fund loan, on the creation of a special taxing district for the 32-acre industrial park.The resolutions create the special tax district, impose a specialtax on the center and set up a fund for the county and state loans.
