Hess Enterprises Inc. is proposing construction of a business park on 200 acres located near Route 24 and Interstate 95 in Abingdon -- land once proposed as the site for a $100 million mall.Hess Enterprises also is proposing a major realignment of Tollgate Road, the main thoroughfare for residents of the Constant Friendship community, that would merge the entrance drive into the business park with a section of Tollgate Road.The Aberdeen-based land development company's proposal calls for subdividing the Abingdon land into 24 lots that would be used for various commercial, office or industrial projects.

Harford County sheriff's deputies and Maryland State Police report: Aberdeen Erik Takacs, 22, of the 700 block of Plater Street, was arrested Thursday on a bench warrant in a case in which he was charged with possession of an opiate without a prescription, drug possession other than marijuana and drug possession with intent to distribute. Corey Lamont Blagmond, 34, who has addresses in the 200 block of Perrywood Court and the 200 block of Eider Court in Havre de Grace, was charged Saturday with drug possession other than marijuana.

There have been some rumblings in the past two or three years that moving the Harford County Farm Fair from its home since it was re-established nearly quarter of a century ago might become necessary. Certainly, the farm fair is one the more well-attended events in Harford County, with the Fourth of July festivities in Bel Air being one of the few things that's consistently a bigger draw. The farm fair is a big event and has been since it started, and it has been associated since the beginning with the Harford County Equestrian Center on Tollgate Road in Bel Air. Granted, there had been a county fair of sorts previously, but not on the scale of what's evolved at the equestrian center.

About 7,000 people came to the Harford County Equestrian Center on Tollgate Road for the first professional rodeo in Harford County last Saturday afternoon.More than 87 entrants from Virginia, Pennsylvania, Maryland, Delaware and New Jersey participated in the Harford Rodeo, which was the first competition in the 1991 rodeo season.Rodeo organizers said they were happy with the attendance. A second Harford Rodeo is planned for next year.Proceeds from the rodeo will benefit the Harford County Farm Fair-4H-Equestrian Center building and maintenance fund.

Singer Road, west of Tollgate Road to Winters Run Bridge in Joppa, will be closed for about two months to all traffic for widening and reconstruction.School buses are not affected by the closure since their routes do not include this portion of the roadway. Emergency vehicles will be allowed access.Durham Road between Charles Street, off Route 165, and Bellchase Road will be closed on or about tomorrow for about six months. During this time, a Durham Road bridge over the west branch of Winters Run will be replaced.

A Pennsylvania man suspected of drunken driving led state police on a 20-mile chase around Bel Air yesterday morning and didn't slow down even after he was shot in the arm, authorities said. The 30-minute pursuit, which reached speeds of 90 mph, ended after troopers flattened the tires on the Lexus the man was driving, police said. Troy B. Nunemaker, 18, of Gettysburg was treated for a gunshot wound to his arm and was released from Maryland Shock Trauma Center. He was charged with several counts of first- and second-degree assault, driving under the influence, eluding police and numerous traffic violations.

Death of man at party in Carroll under investigation A 20-year-old man died early Saturday after losing consciousness during a party in Hampstead, according to state police. Paramedics arrived at an apartment in 1900 block of Hanover Pike at about 5 a.m. but were unable to revive Joel C. Nelson of the 3000 block of Falls Road in Hampstead. Nelson, who attended North Carroll High School, was taken to Carroll Hospital Center, where he was pronounced dead. The cause of death is under investigation by the chief medical examiner in Baltimore.

Construction is scheduled to begin next year on $84 million worth of improvements to the interchange of Interstate 95 and Route 24, and Geoffrey Hankins, who drives through the area nearly every workday, says it can't come too soon. "It's quite dangerous," the Pylesville resident said of a stretch of roadway that is considered the most congested and most accident-prone in Harford County. The situation is particularly bad in the evening, he said, when cars waiting to exit onto Route 24 from northbound I-95 are backed up to Route 152 - about two miles.

The Harford County Council delayed last night action for a week on legislation spelling out where residents can dump yard waste, and imposing a $1,000 fine and six months in jail for those who choose to flout the rules. The council held the bill over for amendments suggested by member Robert G. Cassilly to detail fines and hours of operation at recycling centers more clearly. The bill calls for disposing yard trim only at the county's disposal sites on Tollgate Road in Bel Air and at the Scarboro Landfill in Street.
