One of the earliest-arriving migratory waterfowl in the upper Chesapeake area each fall is the teal. These small ducks appear in limited numbers, and consequently have not been the subject of local decoy carvers as often as the canvasback, bluebill or redhead. The rare antique decoys that have been found are up to 11 1/2 inches long and painted with distinctive blue-green wings. Some of the best examples were produced by John Holly and his son, James T. Holly, between 1850 and 1920; and by Robert F. McGaw in the 1920s and 1930s in Havre de Grace.

Maryland opens an experimental hunting season for green-winged or blue-winged teal in areas of the state east of I-95 tomorrow. The season, which has a four-duck daily limit, runs through Sept. 22, excluding Sunday hunting.The U.S. Fish and Wildlife Service offered the special season to states in which 80 percent of the teal harvest comes from mid-continent nesting areas. The season dates are in addition to the normal duck seasons that open in October.Hunting for all other waterfowl is illegal during the September teal season, except for resident Canada geese.

A former state administrative law judge yesterday lost his latest bid for a shorter prison term. Marvin L. Teal, convicted of child abuse in Howard County five years ago, argued in October that a three-judge panel took the unusual step of doubling his sentence from five to 10 years in 1998 because his lawyer hadn't done a good job on his behalf. But yesterday, Judge Dennis M. Sweeney, the only one of Howard County's five Circuit Court judges who had not imposed sentence on Teal, said that the former Ellicott City resident's claims held no merit.

One day not long from now, planes without pilots could share the skies with commercial airliners. Equipped with infrared imaging, these flying robots could patrol the nation's borders for illegal immigrants and fly over storm-ravaged regions looking for survivors. With a digital video camera, they could spot illegal activity on street corners and spy backups and bottlenecks on roads. One local company, Hunt Valley-based AAI Corp., is poised to benefit from the emerging domestic market for unmanned aerial vehicles, or UAVs.

Pioneer City man found on roadside dies of severe burns A Pioneer City man died of severe burns yesterday at Johns Hopkins Bayview Medical Center, where he was taken after pedestrians found him lying on the roadside, police said. Everette R. West, 50, was discovered crawling in the grass in the 2700 block of Annapolis Road about 6 p.m. Sunday by three pedestrians walking to a liquor store. They called police, who took West to the hospital. He was pronounced dead late yesterday morning from severe burns to his upper and lower body.

Marvin L. Teal, his legs bound in chains, fidgeted yesterday as his lawyer argued that poor representation had caused a three-judge panel to double his prison term in 1998. Two years ago, Teal, a former state administrative law judge convicted of child abuse, had rolled the dice - hoping the panel would reduce his five-year sentence, but leaving himself open to the possibility that the judges might increase it. The panel gave him 10 years. Back in court yesterday for a post-conviction hearing in Ellicott City - his last remedy in Howard County court - Teal, 50, had nothing to lose.
