As of 9 a.m. Monday, traffic was slow on the outer loop of I-695 near I-95, due to an accident involving two vehicles. An accident was blocking traffic at Teague Road and Ridge Road in Hanover. Debris in the road was blocking traffic at Route 295 northbound and Route 100 in Anne Arundel County and at I-795 northbound and Franklin Boulevard in Baltimore County. There were no major delays reported on Baltimore area transit systems.

It's looking more and more as if the Buffalo Bills are earnestly after New England Patriots quarterback Drew Bledsoe. They've shored up their offensive line with the signing of tackles Trey Teague and Marcus Price. And they're clearing salary cap room. Bills coach Gregg Williams pointed out that the team is $5 million under the cap, although that may have changed with the signing of Teague, and that's what Bledsoe's due in 2002. Meanwhile, the Bills have backed off talks with free-agent quarterbacks Jonathan Quinn, Chris Chandler and Jeff Blake.

A former Cecil County paramedic who was suspended after bringing sexual harassment charges against a male co-worker in 1990 says legislation is needed to protect volunteer workers.Paula Haavistola made the comments after a federal jury determined last week that volunteer rescue workers are not employees of the volunteer fire companies and that the fire companies are private entities not governed by the state.That meant that Mrs. Haavistola, because she was a volunteer, not an employee, was not entitled to damages for violation of her civil rights.

Frank Virts of Arbutus has a 122 average, so he isn't used to posting huge scores.But on Oct. 22, in the Friday night Oddballs league at Fair Lanes Arbutus, Virts found the range, throwing a 597 duckpin series.The first game of the series that night he filled every frame but one with marks. The 193 game that resulted was his career high."After that game I knew that there wasn't any way that I could do any better the next game," Virts said.Wrong. The second game didn't have any open frames.

Navy wasn't as angry after Saturday's 21-20 loss to Rutgers as it was after its one-point overtime defeat at home against heated rival Air Force and was not as embarrassed as after a 28-point demolition by Southern Mississippi last week in Annapolis. Nor did the Midshipmen seem to be suffering from the same kind of letdown they had after last month's three-point defeat at then-No. 10 South Carolina. Mostly, Navy coach Ken Niumatalolo and his players appeared numb after extending the school's longest losing streak in nine years to four games.

He was 50.Since 1984, he had headed the Aegis 21 project analyzing the Navy's need for surface ships into the next century.He had been a member of the laboratory's Naval Warfare Analysis Department since 1979.
