A Woodlawn couple have been arrested and charged with manslaughter in connection with the death of their infant son last year, Baltimore County police said yesterday. Quantina Tisdale, 24, and Johnnie Jay Teague, 31, of the 6300 block of Windsor Mill Road were charged late Thursday with manslaughter, child abuse and reckless endangerment, and were being held without bail. The 1-month-old died Oct. 15 after someone put a rag in his mouth, police said. The next day, a medical examiner ruled that Shaquan Arthur Teague died from asphyxia caused by homicide, according to charging documents filed in District Court.

TIMES HAVE CAUGHT UP with James Teague. For five years, he has been selling handmade birdhouses and lawn ornaments at the intersection of Jumpers Hole and Elvaton roads. This may be his last because of zoning regulations governing roadside sales and the indifference of a large out-of-state management company.The retired Mr. Teague has been able to earn about $1,000 each spring selling his wares from a trailer that he hitched to a pink school bus. This year, he must comply with Anne Arundel County's new requirement that he obtain a vendor's license.

At Jumpers Hole and Elvaton roads, spring has arrived for the past five years aboard an old pink school bus.Each weekend from the vernal equinox through Mother's Day, James Teague has parked his bus -- strung with handmade birdhouses and trailing wooden wishing wells and Easter bunnies -- and hawked his wares to drivers passing through Pasadena.But this spring is likely to be his last at the intersection.Teague, 68, will go out of business because he cannot comply with a 1995 county law that tightened regulations on roadside vendors.

At the end of practice on most days, Navy sophomore kicker Jon Teague lines up for a pair of field goals as the rest of his teammates gather around and scream. "It may not seem like the ideal conditions, but that's exactly what I want. It's going to be multiplied by 1,000 once we get into the Horseshoe," Teague said last week in reference to the the season opener at Ohio State on Sept. 5. "Anything that's game-like, I want them to re-create that." Teague is taking part in what is a wide-open competition for kicking duties, along with junior Joe Buckley and freshman Scott Blasinsky.

CHARGING roadside vendors $250 for an annual permit is not onerous. Three years ago the county decided that the proliferation of roadside businesses needed regulation and established an annual fee for these vendors. No one operating a business in a strip mall or a commercial strip in Annapolis would complain if his or her annual rental costs were so minimal.Nevertheless, Vernon Lohrmann Sr. and James Teague believe the county's fee is "overpriced" and "ridiculous" and are campaigning to have the fee lowered.

Wake Forest spent the past few years trying to re-create the magic of Chris Paul. The Demon Deacons have finally done it - by not trying so hard to become an exact copy of his final team. Still, a few similarities can't hurt - such as having yet another high-scoring point guard. Behind Jeff Teague's career-high 34 points, the fourth-ranked Demon Deacons held on for a 92-89 victory over No. 3 North Carolina last night that marked the first big win of the season for coach Dino Gaudio's young but talented team.
