In as little as two years from now, drivers and pedestrians going by Westgate Circle in Annapolis might be staring at a 90-foot granite wall, sun shining through gaps in the stones - a kind of sundial for the new millennium. A design called "Measure," submitted by Don Cook and Richard Bond, both of Annapolis, and Timothy Machado of Winchester, Va., won the city's Westgate Circle Design Competition, and was unveiled yesterday evening by Mayor Dean L. Johnson at a reception to honor the winners.
