A 59-year-old Ohio woman was arrested yesterday and charged with first-degree murder in the stabbing death of a Baltimore man more than 30 years ago, authorities said. Scott Rowe, a city police spokesman. Two weeks ago, police commanders announced that they were going to make reducing that backlog a priority as part of an initiative by the Police Department under Mayor Martin O'Malley to cut the city's homicide rate.
