A 20-year-old East Baltimore man has been charged in the stabbing and robbery of a 60-year-old woman in the Patterson Park neighborhood earlier this month, police confirmed. The robbery was among a rash of such incidents reported recently in the Southeastern District, police statistics show. Over a seven-day period ending Nov. 17, the Southeastern District saw 19 robberies, the most in the city - that compares with just three reported over the same period in the Eastern District to the north, and two in the Northern District.

The commander of the Baltimore Police Department's Southeastern District, who was suspended last month as internal investigators examined his office computer, has been demoted and will return to patrol, police said. Maj. Roger Bergeron, an 18-year veteran who oversaw the district for nearly three years, accepted a demotion to the rank of lieutenant and will return to a yet-to-be-determined patrol district effective Sunday, according to Anthony Guglielmi, the department's chief spokesman.

THE PROBLEM -- Some American flags flying over government institutions and private businesses in Baltimore are at half-staff, while others are full-staff. Flags are lowered to honor a notable person who has died, such as a high-ranking politician or a police officer or firefighter. THE BACKSTORY -- The Watchdog first noticed this while driving by the Southeastern District police station Saturday, where the flag was flying at half-staff. At the fire station next door, home to Engine Company 124 and Truck 20, it was flying at full-staff.

For the second time this year, the Baltimore Police Department has disbanded a specialized unit and launched an internal investigation into its officers' activities, forcing prosecutors to consider dismissing dozens of criminal cases connected to the officers, authorities said. A unit of the department's "Special Enforcement Teams" that worked mostly in the Southeastern District was taken off the streets and its officers were reassigned a month ago, police said. Spokesman Matt Jablow said the investigation of the unit involves "allegations of misconduct," which he declined to specify.

John Michael Nagel Sr., a retired Baltimore police officer who was active in the Knights of Columbus, died of complications from diabetes Thursday at his Dundalk home. He was 63. Mr. Nagel, who was born and raised on Belt Street in South Baltimore, was a 1959 graduate of Southern High School and joined the city police force in 1962. After graduating from the police academy, Mr. Nagel was assigned to the Southwestern District as a foot patrolman. He then was transferred to the Southeastern District, where he spent the rest of his career.

For 45 years, John Paul Boyter Sr., a retired Baltimore police officer, was as much a part of the Highlandtown scene as a steaming plate of Haussner's sour beef with red cabbage or a snow-white wedding gown from Etta's, patrolling on foot, swinging his espantoon. Mr. Boyter died Sunday of a stroke at his daughter's home in Taneytown. The former Overlea resident was 79. When he retired in 1993, Mr. Boyter was the oldest police officer on duty in Baltimore. Aside from a short stint in Fells Point at the beginning of his career, he patrolled Highlandtown in Southeast Baltimore.

Baltimore's police commissioner continued to build his department yesterday through a series of shake-ups that include promotions, transfers and the appointments of two outsiders to run key areas of the force. The promotions announced by Commissioner Ronald L. Daniel were his first since taking over the 3,200-member department in January. They help fill out the force's middle management in the wake of recent retirements. Daniel also shuffled some of his district commanders. "We need to have a management team in place that can move our mission forward, and our mission is to reduce crime," Daniel told a packed gathering of officers and their families.
