The commander of the Baltimore Police Department's Southeastern District was suspended Wednesday, pending a review into a personnel matter, according to chief police spokesman Anthony Guglielmi. Maj. Roger Bergeron was stripped of his police powers and ordered home without pay, the spokesman said. He has commanded the district since Feb. 1, 2007, and has been a member of the police force since March 1991. The Southeastern District includes Fells Point, Little Italy, Patterson Park and Canton.

THE PROBLEM -- Some American flags flying over government institutions and private businesses in Baltimore are at half-staff, while others are full-staff. Flags are lowered to honor a notable person who has died, such as a high-ranking politician or a police officer or firefighter. THE BACKSTORY -- The Watchdog first noticed this while driving by the Southeastern District police station Saturday, where the flag was flying at half-staff. At the fire station next door, home to Engine Company 124 and Truck 20, it was flying at full-staff.

For the second time this year, the Baltimore Police Department has disbanded a specialized unit and launched an internal investigation into its officers' activities, forcing prosecutors to consider dismissing dozens of criminal cases connected to the officers, authorities said. A unit of the department's "Special Enforcement Teams" that worked mostly in the Southeastern District was taken off the streets and its officers were reassigned a month ago, police said. Spokesman Matt Jablow said the investigation of the unit involves "allegations of misconduct," which he declined to specify.

John Michael Nagel Sr., a retired Baltimore police officer who was active in the Knights of Columbus, died of complications from diabetes Thursday at his Dundalk home. He was 63. Mr. Nagel, who was born and raised on Belt Street in South Baltimore, was a 1959 graduate of Southern High School and joined the city police force in 1962. After graduating from the police academy, Mr. Nagel was assigned to the Southwestern District as a foot patrolman. He then was transferred to the Southeastern District, where he spent the rest of his career.
