BUDAPEST, Hungary -- Kispest, a neighborhood of dirt roads and cottages surrounded by slate-gray apartment buildings, is an incubator of Hungary's young nationalists of the far right.Here, teen-agers are nurtured by mentors three times their age who have taken over the political education of as many young people as they can attract.Istvan Porubszky, the president of the 1956 Anti-Fascist and Anti-Bolshevik Association, presides over Kispest's "skinheads," as the young rightists are called.

Don't blame the guns for plague of violence on our city's streets In the Jan. 19 Sun there were two anti-gun articles, one about Baltimore State's Attorney Patricia C. Jessamy's "gun-crime unit" ("New Balto. gun-crime unit to use state, federal funds") and another an editorial, "Gun culture kills a father, city's future." Throughout these articles runs the notion that if the guns are removed, crime will go away. I remember reading in The Sun that Baltimore is the drug capital of the country, and other articles have reported that more than 80 percent of crime in Baltimore is drug-related.

NAPLES, Idaho -- A letter with the forged signatures of racist "skinheads" restarted stalled talks with federal fugitive Randy Weaver, leading to his surrender Monday.Yesterday, Mr. Weaver, 44, pleaded innocent to a charge of assault on a federal officer, a 1990 charge that he sold a sawed-off shotgun to an undercover agent in 1989 and a 1991 charge of failure to appear for trial.Mr. Weaver's wife and son and a U.S. deputy marshal died in shootouts at the family's remote, heavily-fortified cabin in northern Idaho.

NEW YORK -- For six months, Israeli free-lance journalist Yaron Svoray, working for the Simon Wiesenthal Center, infiltrated a number of neo-Nazi groups in Germany.Yesterday, Mr. Svoray surfaced at a news conference sponsored by the Wiesenthal Center to describe his experiences and to assess the strength of the German neo-Nazis and their skinhead partners.Mr. Svoray, a former police detective in Israel, used the alias Ron Furey to pose as an Australian journalist seeking to interview leaders of Germany's neo-Nazi movement for a non-existent rightist publication.

Greg Withrow never met any of the eight white supremacists arrested this month on charges of plotting to kill Rodney King, the Rev. Al Sharpton and other well-known blacks. But when he heard the news, he shuddered with guilt."I guess I'm kind of responsible," said the man widely acknowledged as founder of the "skinhead" movement in 1978. Mr. Withrow, 31, has since renounced white supremacist organizations. "It became apparent that I held the youth movement in the palm of my hand. . . . I am sorry for what I have done."

MOSCOW -- The U.S. Embassy warned Americans of African and Asian descent to beware of violent neo-Nazi thugs after a black Marine was beaten by a group of skinheads this weekend at a popular outdoor market.Yesterday, Moscow police arrested one of the assailants, who by chance was interviewed by a Russian television crew moments after the incident and bragged that he often beats black people on the city's streets."To be honest with you, they just seem to be attracted to my fists like metal to a magnet," said the man, who gave his name as "Boose" and displayed his bloody knuckles for the camera.

DENVER -- Five skinheads in handcuffs appeared in court here yesterday, accused of being the latest protagonists in a series of white supremacist attacks that have marred Denver's reputation.Early on Thanksgiving Day, police said, the five white youths shouted racial epithets and then beat up a 26-year-old black woman, Shomie R. Francis, who was shopping at a 7-Eleven store."They just jumped me, simple as that," Francis, a customer service representative and a lifelong Colorado resident, said in an interview.

A Baltimore County judge sentenced a contrite "skinhead" Wednesday to a seven-year prison term for his role in the vicious attack on a Mays Chapel teen-ager.Christopher Jacobs, a 22-year-old drifter, pleaded guilty in January to assault with intent to disable in the Oct. 17 gang attack on the teen-ager. Jacobs agreed to testify against the other attackers, all identified as skinheads, members of a white supremacist movement."In this country, you have the right to think anything you want to think, no matter how stupid, no matter how silly, no matter how offensive," Circuit Judge Dana M. Levitz said.
