A Carroll County commissioner has drafted legislation that would make English the county's official language — and if it passes, Carroll would become the third Maryland locality to enact such legislation this year, following Frederick and Queen Anne's counties. Commissioner Haven Shoemaker, who represents the Hampstead area, said he will ask his colleagues to introduce the proposal at the board's session Thursday. If they are amenable, a public hearing would be scheduled before a vote.

Almost two years have passed since the people of Carroll County's District 2 elected me to the office of County Commissioner. As an elected official, I believe it is my responsibility to keep the people I represent informed about what I've done - and what I plan to do to make their lives better. Therefore, I'd like to give an update on the decisions I've made through the first two years of my term as commissioner. Since taking office, I've voted for a multitude of policies and plans, but there are six key decisions that exemplify the conservative principles I campaigned on. First, I led the charge to place a limit of two terms on all County Commissioners from this point forward, ensuring that this office will never again be used to pass legislation that abuses public funds for the sole purpose of padding a re-election effort.

A recent meeting of the Board of County Commissioners — in which members discussed changing the sprinkler system requirements for residences — revealed a refreshing, enlightening and, frankly, astonishing statement from one of the commissioners. Haven Shoemaker was quoted as declaring the discussion "silly," and it concerned him that the current board's path — to streamline the process to make it easier for residential developers to build houses — was not why he was elected.

Running unopposed in his re-election campaign for Hampstead mayor comes as a relief to Haven N. Shoemaker Jr. after his thwarted bid in a crowded House of Delegates race last fall. After one term as mayor and six years as a councilman, Shoemaker, 42, said he still has goals to accomplish. "We've made a lot of progress over the last four years with the bypass coming, developing new parks, the expansion of the police force and efforts to retain both public works and law enforcement personnel," said Shoemaker, who practices law in town.
