A few years ago, Verron "Ron" Brade led a move to change the way technical employees at NASA's Goddard Space Flight Center move up from doing the work to supervising the workers. Key to preparing the Clarksville resident to lead the effort, he said, was NASA's Senior Executive Service development program. Brade received his SES appointment in 2010, and said he now does a better job as director of the Office of Human Capital Management at the center in Greenbelt. In the coming years, the government's senior executives — top-tier career federal employees — could leave in droves.

A recent finding that the federal government has not done enough to develop the next generation of senior leaders is an area of interest for Maryland as well ("Agencies should be developing next generation of Senior Executive Service, study says," July 26). Maryland's 345,293 state and local government employees and 263,373 nonprofit employees provide services that are essential for the education, safety and well-being of our residents. While our expectations for government and nonprofit organizations and their employees continue to rise, little has been done to invest in the development of the next generation leaders in Maryland's public and nonprofit sectors.

Lawmakers of both parties congratulated themselves on the overwhelming bipartisan passage of a law that bars members of Congress from insider trading. But with key provisions of the STOCK Act due to take effect this summer, another group that falls under its requirements is raising objections. Beginning Aug. 31, agencies will be required to make the personal financial details of top-level government managers, along with information about spouses and dependent children, available to the public online.

For the second time in his career, Brian M. Simmons, executive technical director for the Army Test and Evaluation Command, received a Presidential Rank Award, this time of Distinguished Executive Rank. Simmons had received the Meritorious Executive award in 2007. Undersecretary of the Army Joseph W. Westphal presented the award to Simmons in a ceremony at the Pentagon June 28; 11 other senior level civilians also received presidential rank awards. Simmons led the redesign of Army Test and Evaluation Command, which began with his Army leadership role within Base Realignment and Closure of 2005 that moved the command to Aberdeen Proving Ground.

Rep. Danny K. Davis leads a House subcommittee that has long arms -- control over federal employee issues, the Postal Service and the District of Columbia. The subcommittee's legislative agenda has not been set, but Davis announced one benchmark this week: Increase the number of women and minorities in the Senior Executive Service, the most elite segment of the federal bureaucracy. "When I leave as chairman of this committee, I don't intend for the numbers to be the same as they currently are," Davis said in an interview.

WASHINGTON -- A Social Security Administration executive who stands to lose $5,200 a year under a pay cut proposed by President Bush, says he's willing to make the sacrifice.But the SSA executive is willing only if well-paid private sector workers share the burden.The executive, who did not want his name used, said he would accept the proposed 5 percent pay cut because he is worried that the huge federal deficit could lower the standard of living of his two young children. People like him who are well off should shoulder more of the cost of reducing the deficit, he said.

But federal agencies already know what is expected.An executive order signed by the president last week requires staffing cuts in every federal agency and department.Each entity must eliminate at least 4 percent of its civilian positions over the next three fiscal years, either through attrition or through "early out programs established at the discretion of the department and agency heads," according to the order.

WASHINGTON -- Like beachfront property owners expecting a big storm, federal employee union leaders are taking precautions against Hurricane RE-GO -- as bureaucrats have dubbed the Reinventing Government report Vice President Al Gore will release next week.Union officials will have a private briefing with Mr. Gore tomorrow. The vice president has spent the summer evaluating the federal bureaucracy, and is under increasing pressure to cut workplace and work force expenses and improve services at the same time.
