Why doesn't Baltimore's schools CEO need teaching experience, like other superintendents in the state? It was a question on the mind of many education observers last week, after hearing that the city's schools chief is not bound by the same requirements. It was also an issue of confusion for city school officials who, early in the day Tuesday, believed Tisha Edwards, 42 - who will soon become the city's interim schools CEO - would need to apply for a state waiver because while she has been a principal, she has never been a teacher.

The reverberations from the departure of Baltimore schools CEO Andrés Alonso will be felt nationally as well as locally. Six years ago, I was a member of the Baltimore school board that hired him. Our risky vision was to try to recruit a game-changer whose achievements would surpass those of the heralded superintendents in New York (Joel Klein, whom Mr. Alonso served as a deputy), Chicago (Arne Duncan) and D.C. (Michelle Rhee). What we sought was what we got, and then some. Mr. Alonso initiated wave after wave of reforms: higher test scores, higher graduation rate, extensive school choice, a nationally groundbreaking transformation of expectations for students with disabilities, a progressive teacher contract, a steep drop in expulsions and suspensions, a remarkable 10-year plan for school facilities, and more.

The Board of Education of Harford County is seeking applications from interested county citizens to fill one opening on the school system's Audit Committee. The purpose of the five-member committee is to assist the board in fulfilling its fiduciary oversight responsibilities. The committee serves as an independent and objective party to monitor the school system's financial reporting process and internal controls. The committee meets at least quarterly to review financial performance and may meet annually, in separate sessions, with management, the internal auditor and the external auditor.

Baltimore schools CEO Andrés Alonso's resignation at the end of this academic year is a major blow to a city whose trajectory he helped change. There can be little doubt that the energetic and rapid reforms he implemented in the city's long-struggling school system have set the stage for broader renewal and growth in Baltimore. But city leaders also need to look on his departure as a tremendous opportunity, a chance to bring in a new superintendent who will build on Mr. Alonso's successes.

Baltimore schools CEO Andrés Alonso tearfully announced his resignation Monday, ending a six-year tenure marked by bold yet often divisive reforms and casting uncertainty on the future of the long-troubled school system. Under Alonso's leadership, city schools saw growth in test scores, graduation rates and enrollment, but his administration was dogged by fiscal problems and cheating scandals. "I have enjoyed being the superintendent of the school system in ways that are so astonishing," Alonso said, choking back tears.

The state agency charged with overseeing Maryland's public school construction projects was found to have lacked proper monitoring of contracts, projects and maintenance inspections, according to a legislative audit. The audit, released Friday, examined the fiscal and managerial operations of the Interagency Committee on School Construction (IAC) primarily in fiscal year 2011, when the agency approved 355 district-level contracts totaling $566 million - $249 million of which was state funding.

Baltimore City school officials say the nearly $1.2 billion budget the system unveiled last week will fund a raft of new academic endeavors, among them a new team to upgrade instruction in the sciences to meet the higher standards of the new national "core" curriculum and additional programs for academically gifted students. This is all to the good if it helps the city attract and retain more young families with children for whom strong public schools are often the most important factor in choosing where to live.

It's unfortunate that reality and Trey Kovacs' recent commentary ("Unions business on taxpayers' dime," April 19) seem to bear little relation to one another. As the president of the Teachers Association of Baltimore County, I can say that he's way off on the two topics he attempts to tackle in his recent article: Fair Share and union release time. The Fair Share legislation will create an environment of fairness and equity among all of our educators, who all contribute to the negotiated benefits and legally required representation that they all enjoy.

Baltimore school officials unveiled a $1.174 billion budget plan Tuesday, which they said focuses on academics with a new science team to implement curriculum, programs for advanced students and a shifting of staff in the central office. Enrollment is projected to increase in traditional schools by about 2,500 students, causing per-pupil funding to decrease by $40 from last year to $5,190. The annual amount could change if the system doesn't see the projected increase in students.

A social studies teacher and assistant track coach has been replaced indefinitely amid an investigation by Anne Arundel County Public Schools. Kate Snyder, a teacher at Old Mill High School in Glen Burnie who also served as student government and senior class adviser, "has been reassigned by the school system and will be away from the school indefinitely," according to a letter sent home to parents on Friday from Principal James Todd. Todd wrote that a substitute teacher will fill in for Snyder's classes and the school will consult with the district's Office of Investigation and other school system administrators on whether a long-term replacement needs to be found.
