Working on his third league and seventh team, former Maryland cornerback Irvin Smith will try to resurrect a near-miss pro career this summer in Baltimore with the CFL Colts.Smith, who won four letters with the Terps from 1985 to 1988, said yesterday that he has agreed to terms on a one-year contract with an option year to play for the Canadian Football League expansion team.The right place at the right time?"I feel like it is," said Smith, 27, who lives in Gaithersburg. "If I get a legitimate chance to make the team, I definitely will make the team.

Fighting backThe aptly named Sean Doctor is back at work this week despite a dislocated right shoulder that ultimately will require surgery. He suffered the injury last week diving for a pass.A rookie fullback with the Colts, Doctor has labored in four leagues trying to find a team. Along the way, he endured his share of physical setbacks. In 1991, he had a dislocated shoulder (same one) and major knee surgery."I kept getting injured," said Doctor, 27, who spent two years with his hometown Buffalo Bills.

Moving timeLinebackers Ken Benson and Malcolm Goodwin became rush ends yesterday, while Ivan Caesar and Enis Jackson became free agents.Those moves highlighted a day of surprises in the CFL Colts camp. Benson, a two-year CFL veteran, and Goodwin, a rookie, were relocated in an attempt to get the best athletes on the field.Caesar and Jackson were released along with nine others. Caesar, a rush end who once was in line for a starting job, was a casualty of Saturday's scrimmage. Matthews was disenchanted with the play at the end opposite O. J. Brigance and acted swiftly to correct the problem.

Jim Speros' dogged pursuit of a Canadian Football League team for Baltimore finally reaches pay dirt today at City Hall.Barring an unlikely commitment from an NFL team to move here, Mayor Kurt L. Schmoke will sign a lease that allows Speros' CFL expansion team to play at Memorial Stadium this July.The lease, to cover a period of five years, must be approved by the city's Board of Estimates and the CFL's Board of Governors tomorrow. Speros, a Virginia businessman and native of Potomac, will formally introduce the franchise in a ceremony Thursday.
