Columbia Association officials say a deal with the Rouse Co. to build a controversial recreational vehicle storage park has been sweetened by an option to acquire land in an office park and possibly develop it into a $1 million "executive fitness center."The office park -- Gateway Plaza in east Columbia -- is a Rouse development that could become more attractive to prospective renters with the proposed fitness center.Several Columbia Council members hailed the evolving $1.4 million RV park deal as a good investment, which now looks better.

"It used to be that when campers would make reservations at an RV park they would ask if the park had water, electricity and sewer," said Kelly Hogan, chief executive of NomadISP, a Boise company that has installed wireless access in more than 300 parks and campgrounds.

A controversial recreational vehicle park planned for an east Columbia industrial area will come up for final budget approval before the end of the month and likely will begin operation May 1, a Columbia Association (CA) official said yesterday.The 2 1/2 -acre park, off Robert Fulton Drive near the Snowden Square shopping center, will have 208 spaces for recreational vehicles and boats, 24 spaces for canoes and six mini-storage containers, said Pam Mack, a spokeswoman for CA.A deal for the park's land between the Rouse Co., Columbia's developer, and CA generated controversy in 1995 partly because the parcel is within an area that was contaminated by toxic materials in a former manufacturing park.

The Columbia Association's money-losing recreational vehicle storage park must break even in two years, the Columbia Council decided last week. The council voted to stem the facility's operating losses at a budget work session Thursday night. The storage park is expected to remain in the red when long-term expenses related to the purchase of the land are factored in. With a series of straw votes at the same meeting, the council also decided that the fiscal 2003 budget should provide for more property inspections, higher raises for village employees and continued towel service at its gyms.

The Columbia Council approved last night the construction of a recreational vehicle storage park, even though several Columbia RV owners said proposed parking fees would deter people from using it.The 10-member board -- the board of directors of the nonprofit Columbia Association (CA) -- also tentatively agreed to grant the association's roughly 180 full-time employees merit raises averaging 3.5 percent in the next budget year, which begins May 1. That increase will be reflected in the draft budget the CA staff submits to the council next month, but it could be changed.

The Columbia Council's Financial Advisory Committee recommended last night against building a proposed $1.4 million recreational vehicle storage park, saying it's a risky venture that would serve too few residents.The council, which directs the nonprofit Columbia Association (CA), has proposed buying 5 acres of land from the Rouse Co. for $1 million to develop the RV park. In exchange, Rouse would give CA the right to impose its annual levy on new commercial and residential properties, including the Snowden Square retail center.
