A Carroll County woman and a 5-year-old Owings Mills girl remained in a Baltimore hospital yesterday after a three-car crash Tuesday on Liberty Road near Wards Chapel Road in Baltimore County.Dorothy Harris was driving westbound on Liberty Road in a 1982 Dodge Aries, which collided with a 1985 Subaru that had slowed to make a left turn into a driveway, Baltimore County police reported.The Subaru was propelled into the path of an eastbound car.Mrs. Harris was flown to the Maryland Shock Trauma Center in Baltimore and was in fair and stable condition at the hospital on yesterday, a hospital official said.

Howard County police are looking for the driver of a car they say caused another vehicle to strike and kill a 41-year-old Millersville woman as she rode her bicycle on Route 94 near Lisbon on Thursday.Janis Seraphin, of the 500 block of Valleywood Way, died Friday of internal injuries at the Maryland Shock Trauma Center in Baltimore.Police said that Ms. Seraphin was riding south on Route 94 at about 5 p.m. when a car driving behind her crossed over the yellow line and to pass her, causing a northbound station wagon to swerve into Ms. Seraphin at the crest of a hill.

Hampstead firm gets resurfacing contractC. J. Miller Inc. of Hampstead has been awarded a $450,000 contract to resurface Route 94, Ellicott Road and Florence Road, in Howard County.The project, expected to be completed in late October, covers four miles along Route 94 from Maryland Route 144, Frederick Road in Lisbon, to the Montgomery County line. The work will replace the deteriorated roadway and shoulders.Single-lane closures will occur between 7 a.m. and 4 p.m. weekdays.Flag bearers, message signs, traffic cones and barrels will guide motorists through the construction area.

Woman, 40, is killed in head-on collisionA head-on crash between two vehicles near the Maryland-Pennsylvania line claimed the life of a 40-year-old New Oxford, Pa., woman Sunday, police said.Linda A. Gobrecht, of the 4300 block of York Road, was pronounced dead at Hanover General Hospital shortly after the 4:30 p.m. accident.The accident occurred on Route 94, a continuation of Maryland's Route 30, about 180 feet north of the Mason-Dixon line. Medical units from Manchester and Lineboro assisted York County, Pa., crews at the accident scene.

Man, 18, faces drug and traffic charges after crashAn 18-year-old Mount Airy teen-ager who did not have a driver's license was arrested on drug charges early Saturday after speeding his motorcycle past police in Ellicott City and crashing in a culvert near Route 94, Howard County police said.Daniel Francis Mackie, 18, of the 700 block of W. Watersville Road, was released on his own recognizance. His charges included possession of marijuana and drug paraphernalia, speeding, attempting to elude police and driving on a learner's permit without supervision.

In the rural community of Lisbon in western Howard County, few topics these days get the locals as revved up as the traffic circle, or "roundabout," proposed for the intersection of Route 144 (Old National Pike) and Route 94 (Florence/Woodbine Road). Construction could begin by June.One Howard humorist already has labeled the 110-foot-wide circle "the Lisbon Beltway." Harsher critics call it a pain in the chassis. "If they put it in, I'm taking helicopter lessons and flying to work," vows an opponent of the State Highway Administration project.

As a quick glance at a Howard County street map will indicate, the jurisdiction seems to have more than its share of roads whose names change as they zig here and zag there.Route 94 in the west county is a prime example. Starting in Carroll County as Woodbine Road, it becomes Florence Road after it crosses Frederick Road in Howard, then changes to Ellicott Road after passing through the town of Florence. Once over the Montgomery County line, the road takes on yet another new name, Annapolis Rock Road.

Officials of the Howard Area Transit Service (HATS) say they may consider adding two stops to the bus route planned for the western end of the county from Lisbon to The Mall in Columbia.Residents at a public meeting Tuesday at the George Howard Building in Ellicott City suggested that HATS, which is proposing the service, make a stop at the Howard County Senior Center on Route 97 in Glenwood and at Ellicott Enterprises on Homewood Road, a day care facility for people with developmental disabilities.

Now that the State Highway Administration has decided to install an experimental traffic circle in Lisbon, it is looking to a citizen task force to take the community's pulse on the issue.Eight people, from about 40 who applied, have been chosen to report on the community's reaction to the circle."I want to hear what they have to say before I make up my mind," said County Councilman Charles C. Feaga, R-5th, who selected the group.The "roundabout," as SHA calls it, has created a stir in Lisbon, where highway officials hope it will control traffic and prevent serious accidents at the intersection of Routes 94 and 144. Nearly 40 accidents occurred at the intersection during a five-year period ending in 1989.
