A Florida woman was in serious but stable condition at Maryland Shock Trauma Center yesterday after a two-car collision Wednesday evening near Finksburg.The accident occurred about 6 p.m. at Routes 91 (Gamber Road) and 879 (Old Gamber Road).Maryland State Police at Westminster said Joshua Adam Ches, 17, of the 2000 block of Periwinkle Drive in Finksburg tried to make a left turn onto Route 91 from Route 879. He was cited for failing to stop and yield before entering the 50-mph road, according to the report.

Investigators were working to determine the cause of a car collision in Carroll County that killed a local orthodontist and injured seven others, Maryland State Police said yesterday. Dr. Kevin Robert Lawyer, 39, of Finksburg died in the wreck, which occurred about 4:30 p.m. Thursday on Route 91 south of Old Gamber Road, police said. Lawyer was driving southbound on Route 91 in a GMC Yukon with his six children, ages 5 to 11, when his vehicle crossed the center dividing line and struck an Utz delivery truck.

Carroll County Department of Public Works has announced road construction projects for this week. The following roads are scheduled to be slurry sealed, weather permitting. Each location will require two days to complete and will cause minor inconveniences. Motorists are asked to use caution in these areas during working hours. Amalfi Drive from Cape Horn Road to the end; Brilhart Drive from Route 482 to the end; Celeste Court from Sterling Court to the end; Clearview Avenue; Emory Road North from Emory Church Road to Wesley Road; Juneberry Court from Route 91 to the end; Naugahyde Road from Gorsuch Road to the cul-de-sac; Royal Avenue from Clearview Drive to Century Street; Sterling Court from Route 30 to the cul-de-sac; Wesley Road from Carrollton Road to Patapsco Road; Winterberry Court from Route 91 to the end. With the $76 million Hampstead bypass set for construction early next year, Carroll County officials are turning their state road building priorities south to the most populous area. The commissioners have made the widening of Route 32 from Route 26 to Macbeth Way in Eldersburg the county's main construction project. The county has committed $2.5 million to the $5 million construction cost. The commissioners also will urge the state to complete engineering and acquire any remaining land needed for upgrades along Route 26, the main artery through Eldersburg.

THE LAST time Maryland highway planners floated the idea of express toll lanes - on Interstate 270 and Route 50 - it was met with a storm of demagogic criticism highlighted by Gov. Parris N. Glendening's decrying them as sprawl makers and "Lexus lanes" and canceling a study of the idea. But little opposition was expressed this spring after the administration of Gov. Robert L. Ehrlich Jr. unveiled its proposals for installing express toll lanes, or ETLs, along the busiest Maryland highways, which included the state's two beltways and Interstate 95. Of course, silence doesn't mean approval; many legislators and other officials are no doubt reserving judgment and allowing the idea to be fleshed out before committing themselves.

One man killed, another hurt in 2-vehicle crash FINKSBURG - A collision of two vehicles yesterday at Route 91 and Deer Park Road in Finksburg killed one man and injured another, state police reported. Carl Joseph Wallace of the 3200 block of Wheatfield Road, Finksburg, was driving a 1994 Ford Escort north on Route 91 about 1:45 p.m. when he attempted to turn left onto Deer Park Road and was struck by a southbound 1993 Chevrolet S-10 pickup truck driven by Carroll Garland Jr., 63, of the 2400 block of Sandymount Road, Finksburg, police said.
