On a sunny morning in August, Jenna Schreiber was putting her daughter in the car when Anne Arundel County police pulled up. Her husband of 12 years, James, a longtime tow operator and father of two, had been struck by a vehicle as he prepared to tow a truck near the family's Pasadena home, and had died. The driver kept going. "That someone would leave him on the side of the road is incomprehensible," she said. Their children, ages 3 and 1, "long for him every day," she said, noting that he had two loves: his family and his work.
