Harford County Board of Education President Leonard Wheeler, who had presided over the board's most recent meeting Monday night, died at his Bel Air home Tuesday night. Dr. Wheeler's death was unanticipated. He was 73. "He gave it his all. He was very sincere and very dedicated," Harford County government spokesman Robert Thomas said. Thomas, a former school board president, and Mr. Wheeler spent many hours working together on education-related issues. Though Thomas is a Republican and Wheeler was a Democrat, Thomas said they both worked to get beyond politics to get to the heart of what was best for the school system.

Robert Thomas Randall, a former funeral director and district sales representative for a New England funeral home supplier, died Thursday of pneumonia at Anne Arundel Medical Center in Annapolis. The Arnold resident was 75. Mr. Randall, the son of a Methodist minister and a homemaker, was born and raised in Centreville. After graduating from Rehoboth Beach High School in 1953, he served as a private in the Army. He was a 1959 graduate of the Eckels College of Mortuary Science in Philadelphia.

Claire Koeppel, 81, Towson homemakerClaire Koeppel, a Towson homemaker, died Saturday of cancer at the Greater Baltimore Medical Center. She was 81.The former Claire Armstrong was raised in Ogdensburg, N.Y., attended Barnard College and graduated from Columbia University in 1937.She worked in advertising in New York and married Robert G. Koeppel in 1941. The couple moved to Towson in 1961.An avid reader and fan of the opera, Mrs. Koeppel was a longtime volunteer at the Hampton Mansion in Towson.

Robert Mason Thomas Sr., a retired attorney and fair-housing advocate who briefly headed the Baltimore Museum of Art board, died of a stroke Tuesday at University of Maryland Medical Center. The Phoenix resident was 86. Born in Baltimore and raised on Calvert Street, he was a 1938 graduate of Gilman School, where he played football and lacrosse. Editor of the school's yearbook and active in its debate club, he received the school's top award for scholarship and leadership. He received a Naval Academy commission, but after his plebe summer, he was found to be colorblind and was disqualified from service.
