Moments before a Westminster man stepped to his death into the path of a tractor-trailer on Route 140, Maryland State Police were on their way to the scene in response to a cellular telephone call reporting a man staggering on the median of the busy road, according to the barracks commander. But before troopers arrived, Edward Charles Wagner, 46, had been struck by the front of the truck and trapped beneath its rear wheels, said Lt. Terry L. Katz. All four westbound lanes of Route 140 were closed for about three hours after the accident, which occurred about 3 p.m. Wednesday west of Englar Road.
