On Saturday, Mr. Ridgeway will lie in state at Sharon Baptist Church, 1373 North Stricker Street, where the family will receive friends from 9 A.M. to 9:30 A.M. with services to follow. Bobby Stone had such a zest for competition that it seemed appropriate to hold the ninth annual Ridgeway Elementary School Invitational in his honor this year. Every time he crossed a finish line in previous years of the Special Olympics-like event, he threw his arms straight up in the air as though had won, whether or not he had. "He just had fun," said his father, Bob Stone Sr. of Odenton. "He was winning no matter what." Bobby, who graduated from the school in Severn last year, died in September of a lung infection.

Ms. Ridgeway was a graduate of Dunbar High Class of 1954. On Tuesday, friends may call at Vaughn C. Greene Funeral Services (EAST), 4905 York Road where the family will receive friends from 4:00-8:00 p.m. On Wednesday, services will be held at St. Paul Baptist Church, 3101 The Alameda, where the family will receive friends from 10:30-11:00 a.m. with services to follow.

Two weeks before the County Council is set to debate a bill to extend public water and sewer in west Anne Arundel, opening the door for more development, a community leader is calling for a moratorium on building in the crowded neighborhood of Ridgeway along Telegraph Road in Severn.Mike Shylanski, president of the Greater Severn Improvement Association, sent letters to County Executive Janet S. Owens, and County Councilmen Daniel E. Klosterman Jr. and Bill Burlison asking that the county consider turning away developers who want to build more homes in the intimate neighborhood.

H. Melvin Upton, a retired machinist at the old Western Electric Co. plant, died of a stroke Sunday at Memorial Hospital in Martinsville, Va. He was 78.Services for Mr. Upton were being held today at the Roselawn funeral establishment, Ridgeway, Va.A native of the Brooklyn area of Baltimore, he lived for many years in Dundalk.He married the former Edith Locklear in 1948.In addition to his wife, survivors include a daughter, Edith Elaine Upton of Greenbelt, and a son, James M. Upton of Baltimore.

A 28-year-old Columbia man was convicted yesterday on assault charges in the shooting of two people in a North Laurel mobile home last year.Darrin B. Ridgeway faced charges of attempted murder in the shooting in the first block of Cross St.Three shotgun blasts penetrated the mobile home and hit a man and woman while they slept. The shots missed three young girls sleeping in another bedroom.The man and woman were taken to a hospital, treated and released.Prosecutor I. Matthew Campbell said Ridgeway fired at the mobile home in retaliation for being assaulted by three men. Ridgeway believed that those three men often visited the mobile home.

A 16-year-old boy, on his way to work at a Catonsville nursing home, was shot to death yesterday morning in West Baltimore, city police said.Arthur Quincy Samuel of the 1200 block of Slater Road in South Baltimore left his grandmother's house on Edgewood Street, where he stayed overnight, at about 8 a.m. yesterday, police said. He was riding his bicycle in the 500 block of Wildwood Parkway when he was shot in the chest.Homicide Detective Michael Hammel said the mortally wounded youth managed to pedal his bike to the alley behind the 500 block -- possibly to escape his assailant -- where he collapsed.

It's about time for a new school, say the parents, students and administrators at Ridgeway Elementary School in Severn.The parents, who plan to launch a lobbying effort tomorrow at the Board of Education's capital budget hearing, say the 39-year-old building on Evergreen Road has never been renovated.The bathrooms flood regularly, the electricity fails, floor tiles are laced with asbestos, the cafeteria doubles as a gymnasium and brown patches the size of pizzas have formed on the ceilings from a leaking roof.
