A city councilman is pushing a bill that would require every restaurant in Baltimore to post a health grade based on the facility's cleanliness — but some restaurants are pushing back. "We know this policy has been proven across the country to be effective," says City Councilman Brandon Scott, who cites similar efforts in New York, San Francisco and Charlotte, N.C. "It's about transparency. It's about education. It's embarrassing that in 2014 the only way a citizen can see the inspection results in our city is to call 311 and wait for the Health Department to give it to them.

We love a good anniversary. Baltimore is about to host a huge, weeklong celebration for the 200th anniversary of "The Star-Spangled Banner. " Unless they're traveling by frigate, everybody and his brother is going to be passing through Locust Point on the way to Fort McHenry. Also celebrating - Locust Point's own Wine Market Bistro, which is marking its 10th anniversary this month with various promotions and by feting diners with complimentary hors d'ouevres and wine tastings. The restaurant has earned the celebration.

For years, Silks, the bar at the corner of Hudson Street and South Lakewood Avenue in Canton, was mostly overlooked. It was just another corner bar you'd walk past on the way to someplace else. But now, after a two-and-a-half-year renovation, Silks has reinvented itself as a welcoming neighborhood spot. With a good, revolving beer selection, an appealing menu that focuses on pub-friendly food and smiling faces behind the bar, it's giving local residents a reason to do more than walk on by. Scene & Decor Aesthetically, Silks has cleaned up its act, transforming its run-down space into something fresh and attractive.

The operators of Facci , a casual Italian restaurant with locations in Laurel and Ellicott City, have opened a third restaurant in Howard County. But the new restaurant is not Italian — Pisco is Peruvian. And where there's Peruvian cuisine, ceviche is sure to be found. Pisco even has a "ceviche bar," where diners can watch chefs make 10 different fresh preparations of the marinated seafood dish. Also on Pisco's menu are Peruvian classics like charbroiled chicken; lomo saltado, a stir-fried dish with marinated strips of sirloin, served with French fries and white rice; picante de mariscos, a seafood dish in spicy cream sauce; and anticuchos de corazon o pollo, which are skewered beef hearts marinated in aji panca, a Peruvian red pepper.

Developers of the Merritt Pavilion project in Dundalk say restaurant chains Chipotle, Panera and Five Guys are among tenants negotiating to lease space there. Baltimore County officials and Baltimore-based developer Vanguard also said this week they are working to address community concerns about the office and retail project, slated to be built at the site of the North Point Government Center. Residents packed a hearing in the spring to express concerns about traffic, a loss of community open space and disruption.

The Snyder family considers itself pretty good at "whipping restaurants back into shape. " They've done it several times in recent years when flooding caused temporary closures of the family's Snyder's Willow Grove restaurant, and they're planning to do it when they reopen late next month. But when Snyder's Willow Grove opens this time, it won't be at the familiar Hammonds Ferry Road location in Linthicum Heights but at a new one about a mile and a half away. "The family doesn't want to give up the restaurant business," said manager Kim Snyder, daughter of owner Vernon Snyder.

The original Chesapeake Restaurant was a Baltimore dining institution for more than 50 years until it closed in the late 1980s. After a 24-year dormancy, the doors at 1701 North Charles St. opened in June 2013, with a new restaurant, named The Chesapeake, which was operated by the property's developer, Ernst Valery, and his partners. Valery closed The Chesapeake in May and turned the restaurant space over to the Karzai family, the restaurateurs behind The Helmand (which is named, partly, after the family's oldest son, Helmand Karzai)

Tucked inside the files at the John F. Kennedy Presidential Library in Boston are State Department notes from the 1960s detailing racial discrimination along U.S. 40 in Maryland - and warning the president of its implications for the Cold War. One account describes the experience of an African diplomat who couldn't find a restaurant to serve a glass of water for his son as the boy struggled to catch his breath during an asthma attack. Another tells of a diplomat who drove 10 bleary-eyed hours along the highway - then the main thoroughfare between New York and Washington - because motels in Maryland wouldn't rent him a room for the night.
