After a summer's layoff, a panel of business leaders and lawmakers is hoping to resolve a sensitive economic development issue: a proposed change in the Anne Arundel County liquor laws that would clear the way for restaurant chains.Current laws allowing only one liquor license per restaurant -- no matter how many locations the restaurant has -- are strangling development in fast-growing parts of the county, some lawmakers argue. But small-business owners fear large corporations and chains will cut into their profits and drive them out of business.

Theodore Neal "Ted" Holmes, who founded the old Chicken George restaurant chain and built it into a regional fast-food business, died of diabetic complications Nov. 29 at Sanctuary at Holy Cross in Burtonsville. The Jessup resident was 72. Born in York, Pa., he was son of the Theodore G. Holmes, a Cadillac dealership worker, and Sarah Wilson Holmes. He was a 1957 graduate of William Penn Senior High School, where he played basketball and was later inducted into the school's hall of fame.

In asking a judge to decide whether a 30-year-old state statute prohibits chain restaurants from serving alcohol, the county finds itself defending a law it doesn't particularly agree with.The law -- which bans liquor sales at chain stores, supermarkets and discount houses -- was cited in 1989 by the county's liquor board as the reason for not issuing a liquor license to a Pizza Hut restaurant in Hampstead.The county says that for purposes of the law, a chain restaurant is a chain store, but a lawyer for the owner of the county's six Pizza Hut restaurants calls that interpretation "unreasonable, illogical and inconsistent with common sense."

— First Lady Michelle Obama applauded the parent company of Olive Garden and Red Lobster Thursday for pledging to cut calories and sodium at its restaurants over the next 10 years. Speaking at the Olive Garden, a restaurant known for its all-you-can eat pastas and breadsticks, Obama called the move by Darden Restaurants, the world's largest full-service restaurant company, an industry "breakthrough" and a key step in her campaign against childhood obesity. "What's good for kids and families can also be good for business," she said.

Chick-Fil-A, one of the largest privately held restaurant chains in the country, plans to triple its presence in the Baltimore-Washington region within five years, the Atlanta-based chain announced yesterday.The chain with 775 locations in 35 states will expand from 18 locations in the region to between 50 and 60.Free-standing locations are being negotiated in Columbia, Frederick and Laurel.The company runs 800-square-foot food court restaurants in malls and 3,500-square-foot free-standing restaurants.

The nation's 400,000 or so restaurants fervently hope Americans are confident enough about the economy to start eating out regularly again. Meanwhile, Wall Street analysts, realizing that a quarter of those restaurants belong to chains, hope this confidence translates to good prospects for restaurant stocks.The summer decline in air fares has provided near-term thrust, with more travelers dining out. WASHINGTON -- The owner of Denny's, under attack for allegedly discriminating against black customers, will sign an agreement today in Baltimore allowing the National Association for the Advancement of Colored People to conduct random tests of the company's four restaurant chains for racial bias.Under the sweeping seven-year accord, Flagstar Corp., which owns 2,320 restaurants internationally -- including Denny's, Hardee's, Quincy's Steakhouse and El Pollo Loco -- will increase minority involvement in company management and in restaurant hiring and contracting.

Phillips Seafood, the last of the original Harborplace tenants, is leaving Baltimore's waterfront mall. But it appears the restaurant - once one of the nation's busiest eateries - won't be going far when it closes on Sept. 30. According to a city government source, Phillips is close to signing a deal that would keep the restaurant in the Inner Harbor. Under the plan, Phillips would move less than 1/2 mile away to the site of the old ESPN Zone restaurant, which closed abruptly last June.

Angela Pierce and husband Nicolas used to enjoy a dinner date once a week. Now the Culver City, Calif., couple patronize restaurants just twice a month, thanks to gasoline prices that are on average 71 cents a gallon higher nationwide than a year ago. Unfortunately for the $175 billion U.S. sit-down restaurant business, the Pierces aren't the only ones staying away from their favorite eating places. In the past few months, restaurants such as Chili's, Cheesecake Factory and Applebee's - what analysts call the "casual dining" category that offers table service and alcoholic beverages - have recorded small but discouraging sales declines.

Though not exactly known for its mastery of Mexican food, a venture capital firm in Timonium has become part-owner of one of the country's largest such restaurant chains. Grotech Capital Group announced yesterday plans to finance the acquisition of Del Taco Inc., a chain of 461 "quick service" Mexican restaurants concentrated west of the Mississippi. Terms of the deal, which is expected to close next month, were not released, but Grotech's founder said it will be the largest outlay the company has ever made.

Grotech Capital Group is looking to acquire as many as three restaurant companies to add to the one it already owns, underscoring the Timonium firm's plan to boost its involvement in atypical venture investments. Frank A. Adams, Grotech's founder and general partner, declined to identify the companies but said all of them are "names you would recognize." He said that Grotech is in serious talks with one company. The company is "early in the process" and one of several possible suitors with the other two, he said.

Employees at Buca di Beppo in Maitland, Fla., have moved Pope John Paul II's bust to an office near the kitchen, awaiting shipment to the franchise's headquarters. His former home - a large round table in the "Pope Room" - sits bare. The pope's death Saturday presented a quandary for the southern Italian family-style restaurant chain, known for its rooms that have as their centerpiece a 1-foot-square glass box containing a painted bust of John Paul II. The table, which can seat between 12 and 18 diners, is the restaurant's most requested by Catholics and non-Catholics alike.

They've got white-collar jobs, young families and neat lawns. What the residents of the fast-growing Randallstown area don't have is a single Chili's, Applebee's or T.G.I. Friday's to call their own. But the days of the Liberty Road corridor lacking these staples of suburbia may be coming to a close. MINNEAPOLIS - The granddaddy of casual dining is awake from his snooze and ready to party with the youngsters. TGI Friday's, founded in 1965 as a New York City "fern bar," popularized the concept of a varied menu and cocktails in a homey atmosphere with memorabilia-laden walls. Now the chain is reinventing itself and looking to leave behind followers such as Applebee's, Chili's and Ruby Tuesday, which in recent years have been eating TGI's lunch. "About 2 1/2 years ago, we kind of stared at ourselves and said, `Let's be honest, we're kind of middle-of-the-pack against the category leaders in casual dining,'" said Richard Snead, chief executive of Friday's, which is based in Dallas and owned by Carlson Restaurants Worldwide, part of Minnetonka, Minn.
