When Phillip Reyes bought his home in the Orr Acres community 18 months ago, he figured that whoever owned the utility pole on his property would come and take it away.He was wrong.Mr. Reyes said the Polm Co., which developed Orr Acres, left the pole standing by his house, at Fort Smallwood and Whites Cove roads. Mr. Reyes also said the pole, once connected to a trailer that was on his property, is keeping him from building a fence around his house. The pole looks like an ordinary telephone pole and has a metal cable hanging to the ground.

ANNAPOLIS -- Look it up. That's the message from the House of Delegates as it turned away from such arcane issues as environmental protection and taxes yesterday and focused on a fundamental individual liberty: the right to dial 411.By a vote of 98-34, the House agreed to further limit the number of free directory assistance phone calls each customer is allowed per month, reducing it to five from the current 12. Any "information" calls beyond five would...

A panel that included two state legislators attacked the issue of health-care reform last night in front of several dozen members of the Severna Park branch of the American Association of University Women.NTC With a national debate raging over how to overhaul the U.S. health system and President Bill Clinton embracing a model in which the government would regulate insurers, Sen. Like other lawmakers under pressure for granting questionable state scholarships, Anne Arundel Sen. Philip Jimeno and Delegates W. Ray Huff and Charles W. Kolodziejski must know their political futures could depend on scholarship reform. Unfortunately, they seem less able to grasp that there is anything wrong with elected officials handing out money. The North County lawmakers have been criticized for giving aid to the daughter of Tom Paolino, president of the county teacher's union, which endorsed all three.

ANNAPOLIS -- Some House Ways and Means Committee members seemed puzzled yesterday about why Carroll County commissioners want to audit the county Board of Education's performance.Commissioners Julia W. Gouge and Elmer C. Lippy testified at a hearing in support of House Bill 548, which would give the county authority to audit the school board's management practices. The committee killed the same bill last year and is likely to do it again this year, one member said yesterday. Del. Thomas H. Hattery, a Frederick Democrat and Ways and Means Committee member, said after the hearing, "That bill doesn't have a prayer."

The incumbent's advantage counts for less in Legislative District 31 than in other places. In a House of Delegates race featuring five Democrats and seven Republicans, Democrat Carolyn M. Roeding, outspoken leader of the Anne Arundel County Council of PTAs, and former GOP District 31 delegate John R. Leopold have as much name recognition as Democratic incumbents Joan Cadden, C. Stokes Kolodziejski and W. Ray Huff. Of course, voters should decide based on who are the best candidates. And in this race some clearly are better than others.

Jimeno was part of a great team I am sorry I missed state Sen. Philip C. Jimeno's announcement of his retirement on May 2 at the Roland Terrace Democratic Club, but I was in the hospital. The first time Jimeno ran for election, after his appointment to that position, I was asked if I was going to run for the Senate seat. I said that no, I was not because I could not beat him; he was doing a great job. I ran for the House of Delegates along with Del. Stokes Kolodziejski. We worked well as a team.
