ANNAPOLIS -- Arkansas Gov. Bill Clinton made another personal bid last night for the backing of Democratic Party regulars in Maryland's March 3 presidential primary, emphasizing his party credentials and sharply denouncing President George Bush.Representatives of Iowa Sen. Tom Harkin and Nebraska Sen. Bob Kerrey urged the party regulars at the meeting to consider their man. Representatives of a fourth Democratic candidate, former Massachusetts Sen. Paul E. Tsongas, were also present. Mr. Tsongas will speak today at the University of Maryland law school in Baltimore.

A suspect in the abduction of a 12-year-old girl who was allegedly forced to accompany her captor in robbing an Annapolis gas station Friday afternoon was in jail yesterday, awaiting a bail hearing on an armed robbery charge, police said.Anne Arundel County police said they planned to set up a photo lineup with the young victim before filing additional charges in the case.William Burton Moore III, 35, of the 1200 block of Ashton Court, Annapolis, was charged by Annapolis police with holding up a Dunkin' Donuts shop hours after the girl said she was released.

The body of a partly clothed woman found Monday near Interstate 70 at the Patapsco River bridge has been identified as that of Linda May Lester, the Baltimore County 911 operator who had been missing since last week, police said yesterday.An autopsy found the cause of death to be blunt trauma to the head. There were several blows to the head, police said, but no signs of sexual assault.A work crew found Ms. Lester, 31, who had been a civilian police dispatcher and a 911 operator for four years, about 9 a.m. Monday.

A planned foreclosure auction of the Ramada Inn Inner Harbor was called off yesterday after the owners of the 87-room hotel at 8 N. Howard St. filed for permission to reorganize the hotel's finances under federal bankruptcy law protection.The Chapter 11 filing by Summit Investment Ltd. Co. triggered an automatic stay barring creditors from taking any action against Summit, including the auction.Summit owes Trisun Investment Group Inc. of Pikesville $792,000 on a $900,000 mortgage taken out in 1992, according to papers filed in a foreclosure action in Baltimore Circuit Court.

Cafe lands at BWIThe American Cafe was the hottest restaurant Baltimore had ever seen when it opened some 15 years ago. But when its lease ran out in December and the Rouse Co. wanted to increase the rent beyond what the cafe was willing to pay, the Harborplace location closed its doors for good.No problem -- at least for the American Cafe, which just opened another one, the ninth, in the Ramada Inn at BWI Feb. 1. And there are plans for more cafes in more hotels."It's a good marriage," says Yogi Kumar, director of operations.

In Baltimore County Police arrest suspect in rape of disabled woman Baltimore County police arrested a man yesterday they say sexually assaulted a disabled woman in Towson two weeks ago. Faruk Ali Ibrahim, 24, of the 9600 block of Orpin Road in Randallstown, is charged with second-degree rape. He was taken into custody without incident at about 10: 30 a.m. at the Ramada Inn on Reisterstown Road after police spotted his car outside the hotel. Police say Ibrahim was working as a caregiver for a local company on Feb. 16 when he allegedly lifted a woman out of her wheelchair and sexually assaulted her in the 500 block of Virginia Ave. in Towson.

The Howard County Board of License Commissioners unanimously approved a liquor license for the Stage One Grill in North Laurel last night, a month after rejecting another application.Stage One Grill, on the southbound side of U.S. 1 next to the Ramada Inn in southeastern Howard County, ran into trouble last month when residents said they were worried that the establishment would revert to a strip club of the kind that previously occupied the location.Residents also expressed concern about Stage One's proposed resident agent, Bibinkumar M. Aghera, who co-owned Good Guys Bar and Grill, the county's only all-nude strip club, until April 1995.

The winner will be honored at a luncheon sponsored by the Maryland chapter of the Association of Fundraising Professionals and the Chesapeake Community Foundation on Nov. 14 at the Sheraton Barcelo Hotel, 173 Jennifer Road, Annapolis. County nonprofit organizations may nominate individuals whose generosity demonstrates outstanding responsibility and encourages the generosity of others.

Police Blotter is a sampling of crimes from police reports in Baltimore City and Baltimore County. Baltimore City Southern District Arrests: Two men charged in warrants with attempted murder in the shooting of a man, 25, and a woman, 23, during a home invasion in the 2500 block of Salerno Place on Aug. 28 were arrested yesterday at separate locations by members of the Warrant Apprehension Task Force. Thomas Walker, 21, was found hiding in a bedroom closet at his home in the 200 block of St. Matthews St., and James Reed, 23, was arrested at his home in the 200 block of N. Linwood Ave. A handgun and a shotgun believed used in the shootings were recovered.
