An anonymous call reporting drug dealing at a McDonald's restaurant in Westminster resulted in the arrests of four Carroll County residents on marijuana--related charges, authorities said. State troopers arriving at the McDonald's lot at Route 140 and Gorsuch Road Wednesday evening observed a white 1992 Plymouth with a door open and a man walking from the car to a maroon vehicle parked nearby, said Trooper Robert Schoenberger of the state police barracks in Westminster. A driver and two passengers were seen in the Plymouth, police said.

Three Westminster High School students were arrested yesterday on marijuana charges after troopers searched the juveniles' vehicles parked near the school, state police said. State police received an anonymous call at 7: 30 a.m. about possible drug activity on Marydell Drive, a block north of the high school, said Sgt. Andrew Winner. School officials were contacted, and troopers responded with assistance from the Carroll County Drug Task Force, a sheriff's police dog unit and a prosecutor from the state's attorney's office.

A routine noise complaint was anything but when police went to a Westminster apartment early yesterday and arrested five people, one of whom is accused of growing a dozen marijuana plants, court records show.Ernesto A. Torres, 19, of the 100 block of W. Main St. was held in lieu of $25,000 bail after being charged with possession of marijuana, growing marijuana, possession with intent to distribute marijuana, possession of paraphernalia and maintaining a common nuisance.The others, who were released on personal recognizance, were: Nicole T. John, 18, of the 16000 block of Trenton Road in Upperco; William J. Brengle, 19, of the 5000 block of Millers Station Road in Hampstead; Joshua L. Potts, 19, of the 4600 block of Water Tank Road in Manchester; and Erin L. Dauzet, 21, of the 100 block of E. Green St. in Westminster.

Two Westminster men were arrested on drug charges early Sunday after a police officer stopped a 1994 Chevrolet on a traffic charge and found bags of suspected marijuana, city police said.Joseph D. Mroczka, 19, of the 2300 block of Mayberry Road and Jonathan G. Kelvey, 18, of the first block of Westmoreland St. were stopped near Union Street and Pennsylvania Avenue shortly after 1 a.m., court documents show. Mroczka, the driver, allegedly drove into the eastbound lane of Union Street, while turning west from Pennsylvania Avenue, according to court records.

Three men and a woman were charged yesterday in the drug-related shooting of two people in a Sullivan Avenue apartment in Westminster, authorities said.Four people entered the apartment in the first block of Sullivan Ave. about 1: 15 a.m., police said. Two had guns drawn and fired three shots, striking a man and a 17-year-old, police said.The victims had not been identified last night.A man who was shot in the back and neck was taken to the Maryland Shock Trauma Center in Baltimore, where he was listed in serious condition last night, police said.

A Westminster High School student arrested at school Monday on marijuana and theft charges was ordered held in a detention facility yesterday, pending further action by juvenile authorities.The boy, 16, was not identified because of his age.Westminster police said the boy became a suspect during an investigation into the Oct. 19 theft of auto parts from Griffith Auto Park at 580 Baltimore Blvd.Detectives had the suspect's car under surveillance at school Monday and took him into custody when he returned and got into the vehicle.

Police investigating a complaint of child neglect entered a rowhouse in Southeast Baltimore last night and discovered 210 flourishing marijuana plants.A female resident of the house in the 2000 block of Bank St. in Upper Fells Point was arrested, and her 19-month-old daughter was turned over to the child's grandmother, police said.Police were seeking the woman's live-in boyfriend.Lt. George L. Klein Jr. of the Southeastern District said someone called police about 4: 15 p.m. and said a toddler was wandering the street shoeless.

Howard County police arrested a Savage man and a Jessup teen-ager Monday night and charged them with intending to sell 134 bags of marijuana from a car.Sgt. Morris Carroll, police spokesman, said police received a tip that someone was dealing drugs from an Oldsmobile in the 9500 block of Canterbury Riding in North Laurel.The tipster reported seeing several men walk up to the car and exchange something with its occupants, Carroll said.About 7: 20 p.m. Monday, Cpl. David Ash approached the car and saw on the car seat a plastic bag containing what he suspected was marijuana, the spokesman said.
