A 32-year-old New Windsor man, who was a passenger in an automobile stopped for speeding, was arrested and held in lieu of $1,500 bond after a loaded .357 Magnum pistol was found under his seat yesterday, state police said.The man, Ricky A. Clinton, of the 3100 block of Hooper Delight Road, also was charged with possession of marijuana and possession of a stainless steel pipe, according to police.Tfc. Leonard Mays said he began pursuing a 1976 Ford Mustang for speeding south on Route 31 about 10:30 a.m. and followed as it turned onto Marston Road.

An argument over an unpaid pool maintenance bill led to the arrest of a Pasadena woman on drug charges Tuesday. Joan Della Lott, 52, was arrested at her Luke Drive home for cultivating marijuana, not for arguing about an unpaid bill. The pool man called police to the home about noon. While mediating the dispute, officers spotted marijuana plants growing in wooden planters on the property, which is near Mountain Road. Police said they seized four plants, nearly 20 feet in length, with an estimated street value of $3,300.

A Sykesville man was arrested Tuesday in Westminster on charges of possession of marijuana, resisting arrest and obstructing and hindering justice.Jerome Lee Myers, 34, of the 5700 block of Hodges Road was being held in lieu of $15,000 bail at the Carroll County Detention Center.In charging documents, R. Clint Cromwell, a deputy sheriff assigned to serve warrants, reported that the suspect denied he was Myers. By the time Cromwell confirmed the man's identity with a nearby witness, the man had fled, and the deputy chased him for several blocks through yards and alleys before taking him into custody, the reports said.

Five Glen Burnie residents have been arrested on drug charges after a three-week investigation prompted by neighbors' complaints, Anne Arundel County police said. Officers arrested Michael A. Baldwin, 24, and Lynda C. Baldwin, 46, of the 400 block of Kenilworth Court; Kevin R. Dailey Jr., 24, of Michele Circle; and Otis W. Gray, 22, of the 7000 block of Elvaton Road on Wednesday on charges of possession with intent to distribute marijuana and possession of marijuana and paraphernalia. Dawan L. Holland, 19, of the 7000 block of Castle Hedge Dell, was charged with possession of marijuana and paraphernalia.

County police have charged 10 people with narcotics violations after a raid at a Pasadena condominium.Officers served a search warrant at 9 p.m. Thursday at a condominium in the 3500 block of Kingsley Court. A Brooklyn Park man was arrested on a drug charge at 12:30 a.m. Saturday, county police said.The man was walking along Townsend Avenue in Brooklyn Park when an officer saw him place a silver object in his waistband, police said. The officer stopped the man, searched him and found suspected marijuana, police said.Damon Lee Hanks, 18, of the 5100 block of Wasena Ave. was charged with possession of marijuana.

Five people, two alleged sellers and three alleged buyers of marijuana, were arrested after a raid at a Westminster couple's apartment in the 300 block of E. Main St. last week, according to police.Craig C. Maize, 32, and his wife, Jacqueline, 31, were arrested by members of the Carroll County Drug Task Force, who accused them of selling marijuana at their apartment.Officers said they found marijuana on Gary L. Two men fatally shot in separate incidents yesterday in the city An unidentified man was fatally shot yesterday afternoon outside a Brooklyn apartment building, and another died last night in a double shooting on the east side, city police reported. Southern District officers responding to a report that a man had been shot in the 1000 block of Bristol Place about 12:30 p.m. found the victim lying in nearby woods bleeding from multiple wounds, police said. The man, who appeared to be in his mid-20s and had no identification, was taken by ambulance to Maryland Shock Trauma Center.

Carroll County sheriff's deputies arrested a 23-year-old man yesterday and charged him with six counts of contributing to the condition of a child after a late-night party with alcohol and marijuana in Hampstead, authorities said. When sheriff's deputies arrived at the 1700 block of Fairmount Road, they found several intoxicated youths, ages 16 and 17, along with open beer cans, liquor, marijuana and a smoking pipe, police said. Charles Garard Schwing III of the 600 block Skyline Way in Westminster, the only adult at the party, was arrested and taken to the county detention center.

The University of Maryland is withdrawing a scholarship offer to one of its top football recruits, in part because of drug charges. Melvin Alaeze, a former Randallstown High School star who was expected to play on the defensive line at Maryland, was released yesterday from his scholarship "due to a violation of the terms of his financial aid agreement," the university said in a statement. Alaeze's enrollment at Maryland already had been delayed a year while he attempted to meet NCAA academic requirements for scholarship athletes.

An Anne Arundel County police narcotics unit seized 6-foot-tall marijuana plants Monday that were growing in the back yard of a Linthicum house, police said. They estimated the street value of the crop at nearly $11,000. Michael Anthony Zimmerman, 47, and Julie Montgomery, 30, both of the 200 block of Church Circle, were charged with manufacturing a controlled dangerous substance, possession of marijuana and heroin and possession of drug paraphenalia, police said. The northern district's tactical narcotics team obtained a search warrant for the house.

Four arrested, suspected drugs seized by police Anne Arundel County police said they seized suspected marijuana worth more than $5,000 and arrested four people yesterday when they executed a search-and-seizure warrant on a residence in the 1600 block of Fairhill Drive in Edgewater. Residents Gerald Scott Debronkart, 39; William Bolyard, 32; and Richard Dale Hardesty, 23, were arrested and charged with possession of marijuana, police said. Debronkart and Bolyard also were charged with possession with intent to distribute, police said.

A Baltimore corrections officer was indicted by a grand jury yesterday and charged with manslaughter with an automobile. Shawnisha T. Lucas, 24, of the 1700 block of Park Ave., was driving in the 1700 block of Bloomingdale Road at 5 a.m. June 30 when the 1992 Buick LeSabre she was driving crashed into four parked cars, said Margaret T. Burns, spokeswoman for the Baltimore state's attorney's office. Killed in the accident was Lucas' passenger, Talia G. Moore, 24. She was not wearing a seatbelt at the time of the crash.

Through a combination of planned drug raids and a search that came after a driver ran a red light, Anne Arundel County police have seized more than $4,000 worth of marijuana, crack cocaine and cash in recent days. In two days, eight people have been charged with drug violations around the county, police said yesterday. Narcotics officers made their biggest seizure of the week Tuesday in Glen Burnie. Police said officers watched two men sell marijuana to another man, then stopped the van in which the two men rode a short distance away.
