The area has been vacant for years, just a large patch of grass and a few scattered trees enclosed by a fence at Fremont and Pennsylvania avenues. But city officials are planning to transform the blighted spot into a plaza, complete with a stage for outdoor performances, called Legends Park. "Grass and a couple of trees are good, but we can do better," M.J. "Jay" Brodie, president of the Baltimore Development Corp., said at an event yesterday to break ground on the new project. "It was all dirt for a long time."

The storied Sphinx Club on Pennsylvania Avenue could be reborn as a museum, arts center, shops, housing or another community use, say Baltimore economic development officials, who are seeking redevelopment proposals for the now-vacant site in West Baltimore. The Baltimore Development Corp., which earlier this year acquired the former club in the 2100 block of Pennsylvania Ave., said it hopes to attract proposals that incorporate the cultural significance of the former club located a few blocks north of city produce market The Avenue Market.

Every day, Derek Kang used to chase 20 to 30 people he suspected of dealing drugs out of the vestibule of Sweet Sixteen, a women's clothing store he manages on Pennsylvania Avenue. Now it's down to just one or two, he said, after Baltimore police began a new strategy to eradicate one of the city's largest open-air drug markets: Take away the parking. Business has been down since late fall, when orange "No Stopping" bags first appeared on the meters lining four blocks of the West Baltimore commercial district, and Kang and other merchants along the strip have felt the impact on their bottom line.
