His body was found strapped by a safety harness to a seat in the overturned 40-foot catamaran. Maryland Natural Resources Police ended their search at nightfall yesterday for Roger B. Madden, 42, of Pasadena, who has been missing since the accident Sunday afternoon about three miles east of Gibson Island.

A federal judge in Baltimore ruled yesterday that a $10 million excessive-force claim can go forward against an FBI agent who shot an unarmed Pasadena man in the face after mistaking him for a bank robber. It was a key hurdle in the closely watched case involving Special Agent Christopher R. Braga, who shot Joseph C. Schultz with an M-4 rifle during a botched arrest March 1 last year. In a 24-page opinion, U.S. District Judge J. Frederick Motz ruled that there was not enough evidence to dismiss Schultz's claim.

Lief Anderson grabbed his bright-orange extension cord to throw as a lifeline and raced to the community pier Monday afternoon when he saw a 14-year- old plunge into the icy waters of Cockey Creek in Pasadena. An hour earlier, several miles away, another 14-year-old had hoisted himself to safety after briefly being totally submerged in the barely frozen Marley Creek in Glen Burnie. Both teen-agers narrowly escaped serious injury. But emergency workers fear that as freezing temperatures continue, curious youths -- who might not have seen such ice in several years -- will keep falling through thinly ice-coated bodies of water in the Baltimore area.

A Pasadena man was in guarded condition last night after being pulled from the Ventnor marina following a boat fire in which he was badly burned. Ronald George, 48, told authorities he had just refueled his 31-foot yacht and was trying to start the engine when a "flash fire" erupted in the cabin, according to county fire Division Chief John M. Scholz. George, whose arms, face and stomach were scorched, emerged from the cabin and dove into the water, Scholz said. Another boat owner pulled the man onto the dock, he said.
