The BWI Business Partnership elected a new slate of officers at its annual meeting.Frank J. Guillott, director of capital resources at Westinghouse Electric Corp., was elected chairman of the board.Other officers elected were: President James J. Cannelli, assistant planning and zoning officer, Anne Arundel County Office of Planning and Zoning; vice chairman, Samuel F. Heffner, chairman of Airport Square Companies; treasurer Jay Hierholzer, associate administrator, Maryland Aviation Administration; and secretary, Catherine S. Hill, Commuter Transportation Center, National Security Agency.

The Downtown Partnership announced its 2004 Downtown Baltimore Awards yesterday, recognizing eight groups and one individual. The awards recognize contributions to making downtown an attractive area for living, working and shopping. This year's winners include Uniform City USA, a provider of uniforms to medical and hospitality professionals, for expanding and upgrading its North Howard Street location. "They've really done a lot to make their building an attractive building, to draw people to the west side that wasn't getting a lot traffic," said Mike Evitts, the partnership's director of public relations.

WASHINGTON -- Bill Clinton and his wife were business partners with the owner of a failing savings and loan association that was subject to state regulation early in his tenure as governor of Arkansas, records show.The partnership, a real estate joint venture that was developing land in the Ozarks, involved the Clintons and James B. McDougal, a former Clinton aide turned developer.It started in 1978, and at times money from Mr. McDougal's savings and loan was used to subsidize the development venture.

A new partnership between seven Rotary Clubs in Howard County and the school system will give every third-grader in the county a new dictionary, school officials said. The dictionaries have been distributed since the beginning of the school year to the 3,500 third-graders in the county, said school system spokeswoman Patti Caplan. Dictionaries also have been given to the Bridges Program, an after-school program for underachieving students. Under the partnership, which is scheduled to be formalized Wednesday, the seven clubs have agreed to purchase and distribute copies of A Student's Dictionary & Gazetteer.

More than 100 units of military housing will be converted or demolished when the Navy enters into a public-private partnership next year to manage properties at the Naval Academy and Naval Station Annapolis. A private partnership will take over the daily operation of 371 family homes in the fall of next year, Lt. Cmdr. Ed Zeigler, a spokesman for Naval District Washington, said in an e-mail response to questions. Buchanan House, the home of the academy superintendent, and barracks and housing for singles, including Bancroft Hall, will remain under Navy control.

Are the Orioles headed for a partnership with their Maryland-based minor-league affiliates?Peter Kirk, whose Maryland Baseball Limited Partnership owns two Orioles farm clubs (Bowie and Frederick) and a Montreal Expos affiliate (Delmarva) that might become a third, said yesterday that the parent club and his group "have had some discussions the last few weeks about a joint venture.""It would be interesting not only to have the system close to home, but to be partners with the Orioles. It would have to be tied to the Triple-A team."
