A decision by the Howard County Liquor Board to approve a liquor license for a new restaurant in Ellicott City's historic district has rekindled a debate about whether enough parking spaces exist on Main Street.The unanimous vote Tuesday night by four members of the board -- a fifth was absent -- will allow Mainstreet Blues to occupy the 2,000-square-foot space vacated by E. C. Does It Cafe in April.But rival restaurant owners assert that parking spaces are too scarce for another establishment.

Anne Arundel County's top zoning officer has cut by one quarter -- spaces for 10,000 cars -- the amount of parking needed by the Washington Redskins for a new 78,600-seat stadium the team wants to build in Laurel.The quietly made administrative move reduced the number of spaces required to 30,000 -- still more than the Redskins want to provide, but nevertheless an easing of standards the team must meet for the stadium to be approved.Stadium opponents were quick to criticize the decision, complaining that the county never gave the public a chance to comment on the decision.

A new proposal for Daisy Court in Taneytown would assign two parking spaces to each house.But the plan, by Carroll Land Services of Westminster, is on hold because of a dispute that arose at the city's Planning and Zoning Commission meeting Monday.Acting commission Chairman James Parker moved to table the issue and study it further when City Manager John Kendall and Councilman Henry C. The Taneytown Planning and Zoning Commission decided last night to delay action on a dispute over parking places and lot ownership in the Clover Court housing development.The commission received surveyors' maps of Clover Court for the first time last night, and members said they would like to visit the development and investigate further before making recommendations to the Town Council and mayor.Some Clover Court residents have complained about inadequate parking in the neighborhood.Several say that they are unable to use parking spots they own.Developer's plans for Clover Court filed with the county provide for 56 parking spaces for 28 homes in the U-shaped court.

Work is to begin today on a $4.7 million project to double the number of parking spaces at the Odenton MARC station, said Mass Transit Administration spokesman Anthony Brown.The 600-space lot fills to capacity daily and is reaching a point where it no longer can handle the 1,100 passengers that board from the Odenton station, Mr. Brown said.The project, paid for mostly with federal funds, will add 800 spaces to the lot on the west side of the station.The work is expected to be completed by August 1996.

One of Baltimore's fastest-growing churches is renewing its bid to build a home of its own four months after city zoning officials shot it down, proposing a scaled-down plan that would use shuttle buses to ease a parking shortage. Empowerment Temple African Methodist Episcopal Church, whose 5,000 members meet in the auditorium of Walbrook High Uniform Services Academy in West Baltimore, wants to open a 1,700-seat church at 4221 Primrose Ave. in Northwest Baltimore. There would be 55 on-site parking spaces, but the church would supplement that with lots leased from area businesses.
