Baltimore police arrested two teens after additional officers were deployed in the neighborhoods around Patterson Park where four robberies were reported Friday. Southeastern District Major William Davis said the shift commander recognized the pattern of two teenagers, who were using a BB gun to rob victims, and deployed officers into the area. A woman told police she was approached at about 4:30 p.m. by two males who had a gun and attempted to rob her in Patterson Park, near Linwood Avenue.

Robo Raven is making aviation history - again. The robotic bird's maiden flights in December were a first in the history of flying machines, but lasted only seconds inside the Reckord Armory at the University of Maryland, College Park. Now the mylar and carbon fiber contraption is back, soaring higher, longer and more accurately - the first machine ever built that flies on wings that can move independently of each other, as real birds' do. "Nobody has flown anything with independent wing control," before, said S.K. Gupta, a professor of mechanical engineering in the A. James Clark School of Engineering at College Park.

A stream flowing through Wyman Park turned bright pink, then lime green Thursday as city crews attempted to pinpoint with dye a break in a sewage pipe that officials estimate has spilled tens of thousands of gallons of untreated human waste into the tributary of the Jones Falls. The Public Works Department sent crews to check out Stony Run near 39th Street shortly after a suspected sewage leak was reported about 10:30 a.m., said department spokesman Kurt Kocher. As part of their investigation, they put a red dye into the sewer line to help them spot the leak.

Baltimore's park system has slipped from 15th to 21st in an expanded ranking of open space in the nation's 50 largest cities with relatively low funding cited as a continuing problem. The nonprofit Trust for Public Land gave Baltimore's 4,905 acres of parks the same overall grade Wednesday as it had last year -- three out of a possible five "park benches," or stars, in its ParkScore rating system. But the city lost ground in the rankings because the trust added 10 new cities to its review of municipal parks, several of which topped Baltimore, including Minneapolis, which came in #1, Omaha, Neb. (#11)

Last week, the Takoma Park City Council voted 6-1 to change its charter to become the first city in America to lower the voting age to 16. While we are the first city to adopt this policy, we have little doubt that others will follow. Maryland already has been a national leader in extending voting rights to younger voters when it opened its primaries years ago to 17-year-olds. That practice has spread to more than 20 states, and the case for a lower voting age in local elections is similarly strong.

There's both energy and change moving along Southeast Baltimore's waterfront in Canton and Fells Point. It's become the neighborhood boom of 2013, involving more than 800 new apartments and the construction of a shopping plaza along Boston Street in Canton at one-time industrial and commercial locations. Like Harbor East's surprise transformation a decade ago, the changes in Southeast Baltimore require some touring for learning purposes. It's a story that involves the pushing back of an industrial area plus a tricky piece of cosmetic construction and surgery in a historically protected section of commercial Fells Point.
