On those rare nights when city streets are quiet, and he has time to think, Detective Tom Pellegrini drags a large cardboard box from beneath his desk and meticulously picks through it.It is a box filled with terror, of stark police photographs and related evidence detailing the murder of a child. The detective works slowly. The box weighs nearly 75 pounds.The child weighed only 68 pounds.LaTanya Wallace would have been 14 years old next Wednesday, and Pellegrini knows how best to pay homage to the bright-eyed little girl from West Baltimore: He wants to arrest her killer.

Baltimore State's Attorney Stuart O. Simms said last night that he has asked for a review of city housing files to determine whether anyone is criminally liable for the carbon monoxide poisoning that killed a 2-year-old girl in her Patterson Park Avenue home Tuesday.But Mr. Simms said he doubted that criminal charges would be brought in connection with the death of the child, Tiera Monet Moyd."It concerns me when there's loss of life that could have been prevented, especially if someone didn't take into account the needs of a young family," Mr. Simms said.

USF&G Corp. continued its program of paring down and concentrating on its insurance business by selling an Atlanta investment consulting firm to its employees.USF&G said yesterday that it sold its Lowry Associates Inc. at the end of last month to a group of employees headed by the investment company's president and chief executive officer, Michael T. Wilkinson. Lowry, which has 31 employees, monitors and evaluates the performance of 5,000 investment advisers and helps its clients choose among them.

For the first time -- and possibly the last -- the 19th-century homes around Westminster's historic Belle Grove Square will be open for a holiday tour.Local florists have been busy this week decorating the six houses that will be open Saturday, from 3 p.m. to 8 p.m., along with the two churches that anchor the square. The tour will feature live seasonal music."Christmas in the Park -- A Tour and More" has the support of the city's Historic District Commission, its Department of Recreation and Parks, and Greater Westminster Development Corp.

Shakespeare outdoors Romeo and Juliet will be portrayed as a pair of nonconformist teens, vexed by their conservative peer group, in Mobtown Players' al fresco production of the Shakespearean tragedy, opening tomorrow in Patterson Park. The company's third annual show in the park is directed by Ryan Whinnem and stars Noah Mazaika, a senior at Towson University, and Courtney Ryan, a junior at the College of Notre Dame of Maryland. The production also features an original electronic score composed and performed by Carlos Guillen.
