An arbitrator is being called in to settle the contract dispute between Anne Arundel County teachers and the Board of Education -- the second time in three years outside help has been needed.At issue are raises, planning time, and the question of whether teachers should be told when students with patterns of violent behavior are put in their classes.State School Superintendent Nancy S. Grasmick declared this year's negotiations at an impasse late last week, according to Thomas J. Paolino, president of the Teachers Association for Anne Arundel County.

FALLSTON - Two Florida men were arrested early yesterday after authorities said they discovered guns, marijuana and more than 1,000 bullets in their burning car. Louis Paolino, 23, of Fort Lauderdale was charged with illegal possession of a firearm and possession of a controlled dangerous substance, and Arturo Rankin, 23, of Plantation was charged with possession of a controlled dangerous substance. A state trooper saw a car on fire on the side of Route 152 and Route 1 around midnight and called the Fire Department.

In a sign of protest, only about half of the 4,200 county teachers voted to accept a two-year contract with the Board of Education, citing "unreasonable" and "unyielding" negotiations.More than 100 representatives from schools throughout the county brought informal votesfrom their schools with 1,839 yes votes and 270 nays.Representatives from the Teachers Association of Anne Arundel County gathered in the cafeteria of Severn River Junior yesterday and voted to ratify the contract that calls for an adoption leave policy and allows guidance counselors to remain 12-month employees.

County school board members get another chance tonight to review the school system's proposed $414.2 million budget.The spending plan, reviewed last Wednesday at a budget work session, is to be formally presented to the school board tonight by acting superintendent Carol S. Parham. The school board meeting, at the school system's headquarters on Riva Road in Annapolis, is scheduled to begin at 7:30 p.m.Dr. Parham's proposed budget marks an increase of $30.8 million, or 8 percent, over the current year's $383.

TEN YEARS ago, on the 50th anniversary of D-Day, Augustino "Bud" Paolino finally talked about his bloody war. He was dropped into Normandy aboard a flying coffin the night before the big invasion. He saw brutal action in France. He was wounded in Holland. He was wounded and lay bleeding in the snow at the Battle of the Bulge, with nothing but a bottle of cognac to drink. He was one of the first Americans to claw their way into Germany. But the story that choked him up was his homecoming.

Representatives of four Anne Arundel County employee unions agreed yesterday to form a coalition and to take joint job actions this year. The unions took the action after they received no pay increases for the third year in a row."There is a lot of anger out there," said Thomas J. Paolino, president of the largest union, the 3,900-member Teachers Association of Anne Arundel County.At least two unions, representing teachers, classroom assistants and Board of Education secretaries, are threatening to begin a work-to-rule job action that they say would jeopardize schools' ability to open and run properly come fall.

Beloved husband of Natalina Franz (nee Paolino); loving father of Jeanette Ballwanz and husband Roland Ballwanz Sr.; devoted grandfather of Roland Ballwanz Jr. and wife Patti, Lydia Duvall and Jon Ballwanz and wife Kristy. He was predeceased by his sisters Helen Henderson and Margaret Grob and his brother Jesse Franz. He is also survived by seven great-grandchildren, and eight great great grandchildren, other nieces, nephews, relatives and friends.

Anne Arundel County school board members are scheduled to vote tomorrow on their staff's proposal to implement the state's public service requirement through classroom work only.Students in grades four and five would be introduced to the values of citizenship and community membership during their social studies units. In three years of middle school, students would receive 10 hours annually of instruction, building on the elementary school material.High school students would receive 20 hours of credit through one semester of "American Government" and one semester of "Law and the Individual."
