Baltimore County firefighters overwhelmingly ratified a one-year contract that calls for a 3 percent cost-of-living increase and additional benefits for tenured members of the department, union officials said yesterday. The agreement calls for additional pay raises for firefighters and paramedics who have worked for the department for at least 13 years and another increase for those with more than 17 years, union officials said. Under the new contract, new hires will be required to work 30 years with the department or be 60 years old before they're eligible for their pension, said Michael K. Day Sr., president of the Baltimore County Professional Fire Fighters Association.

The Ravens have finalized a one-year contract with veteran quarterback Caleb Hanie, according to a league source. Hanie is in Baltimore today and will immediately join the Ravens' offseason conditioning program. The Ravens later announced the deal. In Hanie, the Ravens have added another quarterback for training camp and provided Tyrod Taylor with competition for the backup job. "He's a talented guy," Ravens coach John Harbaugh said. "He's played in games and maybe hasn't been in the ideal situation for him yet. Based on the evaluation of our pro personnel department and our coaches, they felt like he fit us pretty well.

A union representing more than 5,000 city employees ratified a one-year contract yesterday providing raises of at least 4 percent, its president announced.American Federation of State, County and Municipal Employees Local 44, which represents mostly blue-collar workers, initially sought 6 percent raises in negotiations that had been extended since their contract expired July 1.The city began negotiations offering 1 percent raises, said Glenard S. Middleton Sr., president of Local 44.Under the new contract, the employees will receive 4 percent raises or an additional $800 a year, whichever is greater, Mr. Middleton said.

Third baseman Jeff Manto, who hit 17 home runs in a part-time role for the Orioles last year, has signed a one-year contract with the Tokyo Yomiuri Giants of the Japanese Central League.Manto became something of a local hero last June when he became the 24th player in major-league history to hit home runs in four consecutive at-bats. He came into the 1995 season with four major-league homers, but hit five over a three-day span June 8 to 10.He won a utility job out of spring training, but replaced struggling Leo Gomez in the starting lineup in mid-May and played 37 straight games before a hamstring strain forced him onto the disabled list.

PETERSBURG, Fla. -- Pitcher Mike Mussina avoided the unhappy prospect of automatic renewal when he came to terms on a one-year contract with the Orioles yesterday.Outfielder-first baseman Doug Jennings also agreed to a one-year deal.Mussina, who led the American League in winning percentage with an 18-5 record last year, figures to be among the highest-paid players in his service class, but the terms of the deal were not released.Jennings signed a split contract, which means that he will earn one salary if he makes the major-league roster and another if he plays for the Triple-A Rochester Red Wings.

Peter Boulware's unexpected return to the Ravens will become official today if he passes a physical, the four-time Pro Bowl linebacker said yesterday. The franchise's all-time sacks leader is scheduled to sign a one-year contract and suit up for today's afternoon practice once he is cleared to play. Boulware, 30, would fill the Ravens' major need for a pass rusher only three months after he was released for salary cap reasons. "I didn't think coming back was ever a possibility," Boulware said in a telephone interview.

Baseball Nationals give former Oriole Hairston one-year contract The Washington Nationals agreed to a one-year, $2 million contract with utility player Jerry Hairston Jr. , a 34-year-old former Oriole with a career .257 batting average, 59 homers and 341RBIs across 13 seasons with six clubs. He hit .244 with 10 homers and a career-high 50 RBIs for the San Diego Padres last season. General manager Mike Rizzo said Hairston, a member of the 2009 World Series champion New York Yankees, would be "very, very comfortable and very effective" playing any position in the field other than first base or catcher.

Right wing Brian Willsie has signed a free-agent contract with the Washington Capitals. The one-year deal brings Willsie back to the Capitals, for whom he scored a career-high 19 goals and added 22 assists in 2005-06. Willsie, 32, has 52 goals and 56 assists in 380 career NHL games for the Colorado Avalanche, Capitals and Los Angeles Kings. All-Star Game: The game earned its lowest-ever television rating. Rodriguez 'shamed the game' baseball Bud Selig said New York Yankees star third baseman Alex Rodriguez has "shamed the game," though the baseball commissioner indicated no plans to punish the three-time American League Most Valuable Player.
