Three days after restricted free agent Kyle Richardson signed an offer sheet with the Carolina Panthers, Ozzie Newsome said the Ravens would keep the 28-year-old punter. "We will match the offer," the Ravens' vice president of player personnel said last night from Palm Desert, Calif., where he is attending the NFL owners' meetings. "We will retain Kyle." Richardson, who led the league in punts inside the 20-yard line each of the past two seasons, signed a one-year, $850,000 offer sheet with the Panthers on Friday.

ORLANDO, Fla. -- The Orlando Magic will announce today the signing of No. 1 draft pick Shaquille O'Neal, capping a furious two weeks of negotiations accelerated by the desire to retain free-agent center Stanley Roberts.O'Neal's contract is estimated at $40 million over seven seasons.The Magic also will announce they are retaining the rights to Roberts -- another 7-footer -- by matching the five-year, $15 million offer sheet extended last month by the Dallas Mavericks.Both players, once teammates at LSU, will be at a news conference today.

PHILADELPHIA -- When Washington Bullets forward Tom Gugliotta woke up yesterday morning, he had no idea his name was in the news.Gugliotta has been mentioned over the past few days as part of a possible trade to the Golden State Warriors, for forward Chris Webber. Webber, the No. 1 pick and Rookie of the Year last season, is involved in a bitter holdout with the Warriors."No, it isn't a distraction," Gugliotta said before last night's game against the Philadelphia 76ers. "I'd be surprised if it happened, but in this business you never know."

Point guard Sherman Douglas has signed an offer sheet with the Los Angeles Lakers, the team said yesterday. Terms were not announced.Douglas, a restricted free agent, hasn't played this season because of a contract dispute with the Miami Heat.Lakers coach Mike Dunleavy, interviewed by a Miami radio station, would neither confirm nor deny a report that the Lakers had offered a seven-year deal worth $17 million.However, Douglas and the Heat were discussing a salary in that annual range -- $2.4 million -- when negotiations broke down last summer.

PHILADELPHIA -- Now that Ricky Watters is in, Herschel Walker probably is out.When the Philadelphia Eagles landed Watters with a three-year, $6.9 million offer sheet that the San Francisco 49ers decided Saturday not to match, the Walker era in Philadelphia apparently came to a close.Walker, 33, the team's offensive MVP the last two seasons, is scheduled to make $1.5 million in 1995 -- more than they can pay a backup to Watters and newly acquired fullback Kevin Turner.A source close to Walker, who rushed for 528 yards last season, said Saturday night that he has told president Harry Gamble and coach Ray Rhodes that he will not take a pay cut to stay in Philadelphia.
