County planners see the real estate slowdown as an opportunity to play catch-up on growth controls, but there are clouds in this silver lining. Consider the tense drama being played out between Anne Arundel County and Warren E. Halle, the developer of major residential and commercial projects in Odenton.On Monday night, impervious to Mr. Halle's threats and heavy-handed lobbying, the county council unanimously voted in a raft of development controls for Odenton town center, the last slice of the county not subject to some growth management mechanism.

The Anne Arundel County Department of Health urged the public yesterday to avoid an Odenton waterway after nearly 600,000 gallons of untreated sewage spilled during a pair of overflows at a pumping station. About 500,000 gallons flowed over the top of a tank Sunday near the Piney Orchard Wastewater Treatment Facility during heavy rainfall, said Doug Conaway, chief of operations for the wastewater group at the Maryland Environmental Service, which operates the facility. Another 90,000 gallons spewed out of a manhole during a power outage yesterday, he said.

In one breath, county planning officials told Odenton business leaders that West County, overburdened with traffic and schoolchildren, isundergoing a development boom like nothing they have seen before.In the next breath, those same officials tried to reassure skeptical developers that their projects, especially in the Town Center area, will not be held up in a tangle of bureaucratic red tape.The seeming contradiction is all part of a county plan to control development in greater Odenton, the last of the county's three town centers.

A man armed with a black snub-nosed revolver robbed a deliveryman behind a Odenton liquor store Tuesday, county police reported.The driver of a delivery truck pulled into the rear parking lot of Fort Liquors in the 1600 block of Annapolis Road at 5:48 p.m. Just as he got out of his truck, a small, blue, four-door car containing two men parked next to him.One of the men got out of the car and sat on the truck's gas tank. He pointed a revolver at the truck driver and demanded money. The victim surrendered his wallet and cash from his shirt pocket.

A large, two-alarm fire burned through an apartment complex and forced residents of 24 units to be evacuated in Odenton on Sunday evening, according to the Anne Arundel County Fire Department. Firefighters were called to the apartment building in the 2000 block of Military Place, in the Seven Oaks community off Regiment Way near Fort Meade, about 6:05 p.m., said Lt. Cliff Koofer, a department spokesman. About 60 firefighters and 25 pieces of equipment remained on the "very active scene" about 8:15 p.m., Koofer said.

For years, Odenton has been part of something else -- Fort Meade, the railroad, the intersection of Routes 170 and 175.Now, county officials are putting the final touches on a plan to help Odenton become a place of its own. The plan, drafted by a 20-member citizens committee, is to go before the County Council in September. If approved, it would become part of the county's General Development Plan and act as the blueprint for the town's growth.Yesterday, Jay Winer, an Odenton developer and member of the committee that drafted the plan, led four County Council members and staff on a four-hour driving tour of Odenton to help them visualize the plan.
